"The Polish armory in the fight for EU grants is simply a consequence of our weakness but besides bonuses for large players. With the current criteria, these programmes from the point of view of our manufacture make no sense. EDIRPA is an EU programme which, as EC officials explain, "is to strengthen the European defence manufacture through collaborative procurement". Its budget is EUR 310 million. Poland submitted 1 application in this programme. The Polish Army and the armed forces of Lithuania, Estonia and Norway were to jointly buy portable anti-aircraft rocket sets Piorun, whose maker is the Complainant Men's, a company from the Polish Armed Forces Group. Under this contract, more than 2,000 missiles were to be purchased. The price of 1 is approx. EUR 200 thousand, the value of the contract would be approx. PLN 2.5 billion. The European Commission was to add EUR 60 million to this, of which 30 million were to go to Poland - to the Armed Forces Support Fund."
