It is not the first time Belarus has taken initiative in bilateral talks, showing good will towards our country and showing that, contrary to how it is presented in our country, it does not present hostile intentions towards Poland. The Belarusian Ministry of Defence proposed to resume talks on safety and stableness in the region. The Polish Ministry of abroad Affairs naturally rejected this proposal. The Belarusians were to inform that the deficiency of dialog would lead to a fresh war in Europe. The Polish Ministry of abroad Affairs rejected these requests from Belarus in relation to the “hybrid war” conducted from the territory of Belarus for 4 years. In addition, Belarus has been accused of making its territory available for war activities undertaken by Russia in Ukraine. It violates global law, and civilians are killed and infrastructure is destroyed. It does not build trust and so there is no area for conversation.

Belarus, however, has offered talks to the Polish side for a reason, due to the fact that with concern it is observing militarization of Poland. The head of the Department of global Military Cooperation, Valeri Rewienka, pointed to this. The main reasons for concern are "increase in defence spending, purchases of offensive weapons and improvement of arms production. They are besides afraid about their withdrawal from the Ottawa Convention and their desire to deploy anti-personnel mines along the border with Belarus. Polish authorities were accused of unconditionally following the recommendations of those who wanted to escalate the conflict.
The Way to reconstruct Peace
The desire to resume talks or what was called an extension of confidence-building measures was to follow the way of peace. However, the call for choice in favour of safety and cooperation was rejected by the Ministry of abroad Affairs. The question is whether this kind of cooperation proposal does not affect planned talks at the highest summit in Alaska between Putin and Trump. The second question relates to a recent, re-visitation of Americans in Belarus, who may have proposed that Belarus one more time scope out to Poland. There is besides the concern of Lukashenko himself about provocation from the Polish state, which is not without a basis, looking at repeated attempts made by Poland to change power in Belarus during subsequent presidential elections. The good will of the Belarusian authorities is nothing fresh or extraordinary. A year ago, Maxim Ryzenko, the head of the Belarusian Ministry of abroad Affairs proposed talks about the situation on the border. Then he declared that “The ball is on the Polish side. We're ready for dialogue. president Alexander Lukashenko is committed to this. But seemingly the Polish side is not curious in solving this issue. And it is most likely in her plans to proceed the tension at the border". However, Poland does not take the chance to relax bilateral relations for the first time and pursues escalation, and the above-mentioned Belarusian argument is not unfounded at all. Poland is part of the willing coalition, it has no intention of supporting peaceful talks in Alaska without the participation of Ukraine and European countries. She besides passed further assistance to Ukraine in the parliament, which means automatically no dialog with Belarus.
