The Polish Directorate-General for National Roads and Motorways and its Slovak counterpart Národná Diaľničná Spoločnosť have concluded an agreement on the creation of cross-border road connections along the Via Carpatia route. This will enable the efficient implementation of the road connection between countries.

On behalf of GDDKiA, the agreement was signed by Mr. General manager of National Roads and Motorways Tomasz Żuchowski, and on behalf of Národná Diaľničná Spoločnosť Vladimír Jacko and Investment manager Stanislav Beňo. In October 2022, GDDKiA signed a co-financing agreement with the CEF programme for the implementation of the section of the S19 expressway Dukla - Barwinek. The scope of the investment on the Polish side concerns the plan and construction of the S19 expressway on the Dukla - Barwinek section with a dimension of over 18 km along with the essential infrastructure. The second part of the way will be completed by a Slovak partner during the R4 expressway. The task included in the agreement concerns the update of the feasibility survey for the R4 road, approx. 59.5 km from the Polish-Slovak border, due to the request to make a fresh high-capacity expressway in Slovakia. The investment will be part of the TEN-T trans-European transport network and will benefit both the economy and society.

More than EUR 326 million will be allocated to co-financing the construction of a cross-border road connection on the Via Carpatia way between Poland and Slovakia. The beneficiary of the task in Poland will be the General Directorate of National Roads and Motorways. CEF is simply a financial instrument managed by the European Commission, which selects projects to be co-financed by the announced competitions. Only the most crucial projects across the EU, in addition to competing applications from another associate States, have the chance to receive funding.

It is worth reminding that Via Carpatia is simply a key transport corridor linking North and South Europe. Via Carpatia in Poland will be about 700 km long. In operation there is almost 260 km of this route, and in implementation almost 280 km. In Poland, sections of S61, S16 and S19 expressways passing through 5 provinces - Podlaskie, Warmian-Masurian, Masovian, Lublin and Podkarpackie - are part of the Via Carpatia road route.
