The ultimate Chamber of Control (NIK) revealed serious irregularities in the management of the Polish Post Office, which cost the company over PLN 103 million. Nevertheless, the prosecution refused to initiate an investigation and the court rejected the complaint of NIK and the current operator's board.
NIK reveals inefficiencies in Polish Post
In November 2023, NIK published a study on the situation in Poczta Polska. The audit covered the period 2020–2023 and showed that the way in which any contracts were implemented has exposed the company to crucial financial losses. Among the main allegations were delays in projects and the absence of contractual penalties.
What precisely did NIK check?
The controllers looked at key investments in the Polish Post Office, including:
- Purchaser 2,000 pack machines,
- Creation new website,
- Implementation TMS system supporting transport and logistics management,
- Development two expedition and control nodes,
- Purchaser mail sorting machines.
Total value of these projects exceeded PLN 500 millionand the scale of the irregularity reached PLN 113 million.
Packing machines – a task full of errors
One of the most problematic projects was buying 2,000 pack machinesto be launched by the end of 2022. NIK indicated that in the implementation of this task Many mistakes were madewhich led to:
- Delays,
- Unwarranted costs,
- Loss of the right to charge contractual penalties,
- Failure to accomplish the expected benefits.
‘The way in which the contracts were implemented has put the company at hazard and constituted an uneconomic activity’ – highlighted in the report.
Despite the clear allegations of NIK, The prosecution refused to investigate, considering that the activities of the then Polish Post Office Board were correct and compatible with interior regulations. What's more, the court rejected the complaint of NIK and the current board of directors.
According to RMF FM, the investigator full relied on External opinions of law firmswhich were to justify the decisions of the Management Board. The prosecution has decided without the appointment of expertsThat's what caused the controversy.
In the explanatory memorandum, you can read that “No harm in the company’s property can be said due to the fact that it was carried out in a transparent manner, without intent to origin damage”.
Can Poczta Polska cope with marketplace challenges?
NIK besides points out that operator may not cope with the challenges of digital transformation. In a time of increasing competition in the shipment market, inefficient task management can aggravate the company's financial problems.
