Poland offers Americans to build a permanent base. Is there another special?

Poland sent a letter of intent to the American administration regarding the permanent US military presence in Poland. We propose building a base. The estimated cost is about PLN 10 billion. As established by Rzeczpospolita, there are besides discussions in the government about the specificity, which would enable the essential infrastructure to be built quickly.
