Patruszev pointed out that the western states are adapting the legal framework to legalise the detention of ships carrying goods to Russia – even in global waters. He stressed that an example of specified action was the effort to halt a civilian ship called "Jaguar" which carried Russian cargo under the flag of Gabon. The unit was intercepted in the Gulf of Finland by the Estonian Navy with the support of NATO aviation, but yet reached the Russian port in Primorsk.
