All the staffs are looking at Horses again. Is that truly where elections are won?

For decades politicians have been saying that "elections are won in Horses". Is it? The author of this thesis, Grzegorz Schetyna, present says that the city has become a "symbol of presence, commitment and reaching out to voters". On Friday, again, for a moment, it will become the political capital of Poland.
