On Thursday, Andrzej Duda addressed the bill to the Sejm concerning the actions of state authorities in the event of a threat to the safety of the state by external factors, stressing in the paper the alleged existence of a peculiar threat from Russia. We remind you that Duda in a media message earlier said that there is no specified threat.

The National safety Bureau confirmed this fact by stating that this initiative was transferred to the Sejm by president Duda.

"The task envisages changes in the military and non-military areas, strengthening the state's capacity to address hybrid, sub-prognosis and direct armed aggression", the Communication states.

• Definition of rules for the organisation of the national safety management system, including state defence;
• Determination of state defence readiness;
• Clarification of the permanent work system, including Speakers of the Sejm, Senate, Head of the BBN;
• Identification of targets, structures, modes of improvement and revision of the Defence Policy and strategy Directive;
• Clarifying the assumptions of the Polish Defence consequence Plan, including crisis management within NATO;
• Clarification of rules for the improvement of national plans to usage the Armed Forces to defend the state;
• Clarity and item of the defence consequence rules to the external safety threat;
• Adopt fresh solutions on operational plans for the usage of the Armed Forces;
• Introduction of permanent emergency defence plans;
• Clarity of defensive programming assumptions;
• Change of command structures of the Polish Armed Forces.

BBN explains that these solutions have been created due to “changes in the safety environment, including new forms of threat from the Russian Federation, directed against Poland and another countries of the European Union, and NATO‘.
