The e-service strategy was to improve authoritative communications and destruct conventional lists. However, in Gdynia, as in many another cities, it proved defective. The City Council decided to halt mailing by this method and return to proven solutions.
Emergency exclusion of e-Services in Gdynia
On 16 January, the authorities of Gdynia suspended the shipment of papers by e-Service, and on 4 February this suspension was extended until further notice. Reason? many strategy errors that hinder timely handling of cases. As a result, officials returned to usage ePUAP and conventional paper correspondence.
Gdynia officials stress that they inactive service papers coming through e-Services, but the shipment of fresh letters through this strategy has been halted. Unofficially it is said that the biggest problem is the fact, erstwhile individual has no e-departure address, then it was to be done by Poczta Polska – to convert electronic information into paper version with documents. The problem is that this is reportedly not being implemented on an ongoing basis.
W Gdynia introduced interior emergency procedures to avoid administrative chaos and lost documents.
Problems of the fresh strategy – e-Service
E-Services were to revolutionize authoritative communication, but in practice they brought a number of problems. Local governments across Poland study among others:
- long transportation time (up to 10 days),
- lost attachments,
- lack of access to transmission and reception confirmations,
- disclosure of authoritative PESEL numbers.
Such errors consequence in real problems – both for offices and for residents awaiting crucial administrative decisions.

Local governments request amendments
Gdynia is not the only city to shut down e-Service. Poznań and another large centres were in a akin situation. The Union of Polish Districts intervenes in the Ministry of Digital Affairs, demanding the fast repair of the system.
An additional problem is the advanced fee for utilizing e-Services. Sending 1 paper costs PLN 6.52 gross, which is controversial given the uncertainty of the system.
Despite difficulties, the government does not quit the implementation of e-Services. Since 2026 the strategy is to be used, among others, by the interior safety Agency and the Ministry of National Defence, and from 2029 besides courts, prosecutors and bailiffs.
