The Sejm carried out the first reading of the civilian task "Stop Pact", supported by 170 1000 signatures. The initiative is intended to oblige the government to usage Treaty instruments in defence of public policy and interior safety against the effects of EU migration policy. At stake is the right of Poland to decide on its own, who it allows and under what conditions.
Citizens' voice reached the plenary room
On Thursday 30 July, the Sejm dealt with the first civilian reading of the bill referred to as the "Stop Pact". The applicants were represented by Robert Bąkiewicz, leader of the Border Defence Movement. 170 000 signatures have been submitted under the initiative, much more than the required 100 000. That voice must not be brought into a organization brawl. It is simply a clear request that the migration policy should service the safety of Poles, not the convenience of EU institutions and countries that have lost control over the influx of people over the years.
The task concerns a wider common asylum and migration policy of the European Union. It assumes that the Council of Ministers should apply the powers resulting from Article 72 of the Treaty on the Functioning of the European Union and suspend the exercise of EU responsibilities in this field where the maintenance of public order and the protection of the interior safety of the Republic requires this. That's where the main legal dispute goes. Article 72 leaves States liable for these 2 spheres, but the scope of its usage as proposed by the project's authors is contested.
The border is meant to be real, not decorative
The initiative besides provides for the immediate restoration of temporary border control by the Council of Ministers in exceptional circumstances, including at the mass influx of migrants across the Polish border. This solution corresponds to the simple rule of statehood: there is simply a border so that you know who crosses it, and can respond before the crisis moves to Polish cities and municipalities.

Close borders, efficient services, fast return procedures, liable visa policy and a clear discrimination between legal arrival and unlawful border crossing are needed. no of these things warrant contempt for people. However, the state has a work to control migration, as it is accountable to its own citizens for security, social order and public spending.
The "Stop Pact" asks the Sejm a question more crucial than the destiny of a single print: whether Poland's migration policy will yet be decided by Polish authorities under the control of citizens, or whether the mechanics established above their heads. The answer must be clear. precedence has national interest and safety of Poles.
