The Minister of Defence of Ukraine, Rustem Umerov, handed over a paper on 28 May to the Russian Federation, which reflects Kiev's position, and is awaiting a Russian consequence in the form of a ‘memorandum’. According to The fresh York Times, citing an anonymous high-ranking Ukrainian official, the paper prepared by the Ukrainian side includes a proposal to suspend weapons not only on land but besides at sea and in airspace.
The newspaper's origin states that the paper besides provides for monitoring mechanisms to be introduced with the participation of global partners.
