On the afternoon of 9 December, the president of Russia signed issue 1060 and was immediately published. Most of these papers are public in Russia, but there are exceptions. No general promotions are revealed in the abroad Intelligence Service, in the national safety Service (including the protection of the state border), in the national Protection Service and in the General Management Board of peculiar Programmes (responsible for strengthened positions of management of civilian authorities). Sometimes there are no single promotions on the Ministry of Defence, especially on the unexpected promotions of Chechens. besides the promotion release of June 2022, being the first after the attack on Ukraine, remained a classified document.
