The draft Act on the implementation of the safety and Defence Fund as part of the National Recovery and Enhancing opposition Plan was addressed to public consultation. This is the expected bill, which, by shifting funds within the KPO, assumes the granting of state aid in the defence sector. It is reflected in strong trends in expanding public backing for defence and dual-use activities. The creation of a fund from which loans can be granted will besides let the usage of any of the funds from the KPO to take longer.
How much support will be provided under the safety and Defence Fund?
The Fund is expected to have about PLN 24 billion.
According to reports, PLN 4 billion from this pool is intended to be utilized to fund Polish armament plants – to increase production.
An crucial component of the fund is investment in dual-use infrastructure – civilian facilities that can be utilized for military purposes in the event of conflict. For example, airports and roads. For this intent it is to be intended PLN 10 billion.
The last part of the measures is to support investment in civilian protection infrastructure, i.e. shelters, sewerage, water infrastructure.
What investments can support?
Support will be available for investments that are conducive to:
- development of protective construction and civilian protection infrastructure (e.g. shelters);
- the construction and modernisation of dual-use infrastructure, e.g. roads;
- cybersecurity;
- modernising businesses to, for example, increase production capacity;
- support for investigation and development.
In what form is aid to be provided?
The financing of the investment could take the form, among others, of: loans and equity participations.
When can competitions be expected?
The bill is planned for September 2025, and The first competitions are expected in mid-2026.
