Russia's MFA stated in a communication that the ban was imposed "under retaliatory measures" against sanctions announced by Tokyo in connection with a Russian full-sized invasion on Ukraine, as from February 2022.

Authorities Moscow have already applied unlimited entry bans to representatives of nipponese authorities and companies.
"In consequence to the ongoing policy of alleged sanctions, led by Tokyo against our country in connection with a peculiar military operation, the decision was made to impose an unlimited time ban on entry into the Russian Federation," the Russian Ministry of abroad Affairs said.
In addition to the head of the Ministry of abroad Affairs, the list of persons banned besides included Japanese Ambassador to Ukraine Masashi Nakagome and erstwhile Ambassador Kuninori Matsuda, elder Vice-President of the nipponese global Cooperation Agency (JICA) Shohei Hara and Head of JICA Office in Ukraine Hideki Matsunaga, as well as elder directors of IHI Corporation, Isuzu Motors Limited, Prodrone and Cyberdyne.
