In August Vladimir Putin signed a bill authorising Rosgwardia to transfer arms confiscated or voluntarily surrendered by civilians to troops fighting against Ukraine. At the time, it was argued that the fresh regulation would let crucial savings: previously, the law required the confiscated weapons to be destroyed by commissions. At the beginning of 2024, there were more than 70,000 weapons waiting for demolition in the MSW and Rosgwardia magazines**.
