– We as the European Parliament, but above all as the Polish Presidency, have placed the subject of safety very high.

This political agenda must now turn into concrete financial tools, a multi-annual financial framework, taking into account the request to proceed projects on defence, arming, but besides infrastructure or resources for dual-use infrastructure, says Newseria Michał Szczerba, associate of the European Parliament from the PO. We have our proposals in this regard. Firstly, the fresh fund, the Competitiveness Fund, which would have a precedence in it, a fresh component of defence projects and space-related projects.

Defense and space is expected to hit over 130 billion euros, 5 times more than before

The European Commission presented a draft budget for the period 2028–2034. 1 of the proposals envisages the creation of a European Competitiveness Fund worth more than €400 billion to stimulate investment in strategical technologies for the Single Market. defence and space were among the areas supported. More than 130 billion euros, 5 times more than before, are intended for this purpose.

As the EC proposal presented on 16 July shows, the fresh fund aims to support investment in strategical technologies for the full Single Market, as recommended in the Letty and Draghi reports. This is intended to simplify and accelerate EU backing and to stimulate private and public investment. The EC underlines that the fund will maximise the impact of any euro spent by utilizing private funds. It besides ensures that the EU's readiness and strategical autonomy in key sectors and technologies is increased by developing industrial capacity and financing state-of-the-art technologies.

The 4th precedence area is to be green transformation and decarbonisation

“The Competitiveness Fund is intended to have 4 priorities. These are, of course, defense-related technologies related to space. Secondly, biotechnology technologies, including wellness projects, will be included in this component. The 3rd component is digital projects – says Michał Szczerba.

"So we have a full portfolio that was de facto our goal within the Presidency. We see that these topics are moving smoothly into the Danish Presidency, but also, most importantly, they will be within the multiannual financial framework, ensuring that our projects, our ideas, our reasoning on safety issues will proceed over the next years of programming,” points out the Euro MP.
