The State Electoral Commission decided on Monday that in a letter to Finance Minister Andrzej Domański on organization subsidies for 2025, the amount of the PiS subsidy minus PLN 11 million and the amount of the Confederacy subsidy minus PLN 87 1000 will be included.
According to PKW The subsidy for 2025 for the Law and Justice Office should amount to about PLN 15 million and for the Confederation - about PLN 8 million.
Under the Political organization Act, the request for payment of the subsidy, together with the current message from the political organization records, is submitted to the Finance Minister via the PKW. It's about subsidies for parties that got into parliament.
PKW decided on Monday that it would send a version of the PiS subsidy letter to the finance minister less than PLN 11 million. This means that For 2025 the organization would receive about PLN 15 million in subsidies. Four PKW members voted in favour of this solution, 3 against, and 1 individual - president of the Sylwester Marciniak Committee - abstained. The gathering was not attended by 1 of the 9 members of the Commission - Ryszard Kalisz.
The letter besides states that the Confederation has an yearly subsidy little 3 times the amount of funds raised by the party's electoral committee (in the 2024 EP election) in violation of the rules. Three times this amount is over 87 1000 PLN and the Confederation's subsidy for 2025 - about 8 million PLN. Five PKW members voted in favour of this option, the remainder of those present abstained.
During his gathering on Monday, Marciniak stressed that PKW had to indicate the circumstantial amounts to the Minister of Finance, as the party's request to pay them an yearly subsidy is made to the head of the MF through PKW. At the gathering on 23 April, PKW members disagreed on whether the PiS subsidy for the current year should be as much as indicated after the parliamentary elections in 2023 (it was about 25 million 900 thousand) - or what it was after it was reduced due to the rejection in August 2024 by PKW of the party's financial statements from these elections.
On Monday, Marciniak stressed that the time for paying out the first tranche for 2025 to the parties expired with the end of April and asked the committee members to take a decision.
The Troubles of the Law and the Confederacy
Last August, PKW rejected the financial statements of the PiS Committee from the 2023 parliamentary elections. Showed irregularities in spending funds for the run in the amount of PLN 3.6 million. As a result, the MF reduced the payments to the PiS of the election grant and the budget subsidy of 2024. The organization challenged this resolution, and the Chamber of Extraordinary Control and Public Affairs of the ultimate Court, in which the duties are, among others, the handling of complaints against resolutions of the Polish Police Office, recognised this complaint.
Therefore, the PKW adopted the financial study of the Law and Justice of the 2023 parliamentary elections, indicating that it did not prejudge whether the IKNiSP SN was a court and did not find the effectiveness of its ruling. The MF chief ordering the implementation of transfers for the organization asked the PCW to interpret the resolution, due to the fact that in his opinion it is "internally contradictory". According to the judgments of the Court of Justice of the European Union and the European Court of Human Rights, the IKNiSP SN is not a court. Its position is questioned by both the current government and most legal circles.
For 2024, the PiS first received 2 full quarterly instalments of subsidies, and later - after PKW rejected the study and against the position of Minister of Finance - the 3rd tranche was not paid. The 4th tranche, according to the information provided by the MF to the media, was reduced in January 2025. For 2024, the PiS received about PLN 15 million, i.e. by over PLN 10 million little than the planned yearly subsidy for this party.
In March, the PKW rejected the Confederate Committee's financial statements from the 2024 elections to the European Parliament, inter alia due to the fact that it was sent after the deadline. The PKW pointed out that the Confederation was so losing the entity grant from the EP elections and the right to subsidies. In late April, the organization challenged this decision to the home of Extraordinary Control and Public Affairs.
According to the Political organization Act, the request for payment of the subsidy, together with the current message from the registry of political parties, is submitted to the Minister of Finance through the PKW. Subsidy shall be paid each year of parliamentary term, in 4 quarterly tranches. The tranche shall be paid in the period following the 4th for which it is paid. On 23 April, the PCW decided to postpone the decision for the next meeting.
