I would like to say – finally. After years of dressup, analysis, and announcements, Orka yet began to materialize. The choice of the bidder to build submarines for Poland is only the beginning of a long road. There are inactive any crucial issues to be resolved, but there is simply a further step towards bringing the Navy out of the deadlock. And in a section that can become crucial for the safety of Poland.
So the Swedes. Saab Kockums long was not a favourite in the race for a contract for Orka. Experts spoke of French and German people who offered us constructions not only modern but besides proven. In online speculations the Italians were scrolling, and at any point South Korea's actions seemed to become high, with which we have many arms contracts. However, the government decided otherwise. What did it weigh? As the Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz explained, the Swedish offer proved to be the most comprehensive and, in fact, the only 1 to meet the requirements of Poland.
Swedes proposed Poland A26 ships – Baltic-shaped units, equipped with air-independent AIP drive, capable of interacting with unmanned vehicles and peculiar troops divers, and designed to be retrofitted with maneuvering missiles if necessary. The ships promised to deliver quickly, almost immediately, they besides offered a gap-filler, a temporary unit from which Polish sailors will be able to usage until the contract was completed. Finally, they announced that they would prepare Polish shipyards for their own service and maintenance A26 and – last but not least – expressed interest in purchasing Polish weapons.
But the offer itself is not all. It seems that the decision-makers, erstwhile making their choice, had in head a community of experiences. We are connected not only to the Swedes – Russia, but besides to the Baltic, where submariners from both countries operate all day. And this is simply a circumstantial water – tiles, closed, but besides filled with water with variable temperature and salinity. The shipyard in Karlskrona knows how to plan and build a ship that works perfectly in specified conditions. She's proven it many times. The first projects took form in the early 20th century.
The choice of Swedes besides has a political dimension. Poland has for any time strengthened its ties with the Nordic countries. This is the consequence of changes on the geopolitical map of Europe after being admitted to NATO Finland and Sweden. The fresh months have brought fresh safety agreements, close-up of the army and defence industries. Norwegian pilots F-35 patrol the Polish airspace, our army repeatedly shifts its forces to Gotland to join the simulated defence of this strategically located island, Polish and Finnish rocket troops have virtually been practicing together in Lapland in fresh days. Examples could be multiplied, and entrusting Orki to Swedes perfectly fits into the sequences of these events. This is how we build regional alliances.
Swedish submarines are being formed at the Saab Kockums shipyard in Karlskrona.
The decision to choose a counterparty is an excellent message. In a sense, it ends with an epopeia, which goes on for years, under the name “We buy a submarine”. Only that it is only the beginning of a long, and it cannot be excluded that besides a bumpy road. There are a fewer issues to be resolved for a good morning. First, the transportation date of the fresh ship. During the press conference, the head of the MON mentioned 2030, with the reservation that the contract had not yet been signed and negotiations were ongoing. but the shipyard in Karlskrona is already building A26 submarines for the Swedish Navy. The date of completion of the first 1 is dated to the beginning of the next decade, and it is hard to presume that the shipbuilders can now start working on another 1 – this time for Poland. So would the Swedes be willing to let us in line and hand over 1 of the presently constructed units of Poland? And if so – under what conditions?
Another issue is gap-filler. Training of Polish sailors on the fresh ship is due to begin next year. In 2027 it is to be placed under the Polish flag. And again the question – what unit are we talking about? Rather, it is hard to presume that Poland will receive 1 of Gotland ships. due to the fact that they are the ones who, until they enter the service of A26, are the strength of the Swedish submarine fleet. It's going to be an older A17, an older nearly decade.
It besides should be added that A26 is simply a fresh design. The first ship will be a prototype, so the hazard that any faults will happen during operation is greater than that of ships repeatedly tested.
However, for the sake of justice – most likely all choice would have led to discussion. I'm certain we've witnessed a historical minute on Wednesday, and now it's time to wipe your hands. Finally, the Orka materializes, and Poland should regain its late weakened ability to operate under the sea. This is crucial for national security. About this, How crucial the Baltic is to us, I wrote many times. It is adequate to remind us that it is by sea that most strategical natural materials flow to us. After the seabed we usage pipelines and telecommunications cables, we have drilling platforms on the surface, and in a minute we start to rise wind farms. At the same time, the law of the sea was designed to guarantee the free movement of all individuals regardless of the flag. Thousands of ships pass through the Baltic all day, operating ships there – not only NATO, but besides the Russian Federation. Under specified conditions the probability of various types of provocations, incidents is incomparably greater than on land. That's why shipping routes request to be guarded, intelligence gathering, keeping an eye on things. And it's best to do it secretly, distant from the eyes of a possible opponent. Can you imagine a better instrument than a submarine for specified activities? We're talking about a time of peace. If – knock – war breaks out, the anticipation of hidden action will become even more desirable...
So let's be glad that Orka yet moved out of place, and let's keep our fingers crossed so that the white-and-red flag will mess with the fresh ships as rapidly as possible.
