"Fakt" asked prof. Antoni Dudek what the Polish-Polish war on the government line could look like – the President, if Karol Nawrocki became head of state. A political scientist pointed to an highly dangerous thing that could happen.
Prof. Dudek recalled that in the Polish legal strategy executive power is exercised by the government, but any prerogatives are in the hands of the President. This is the case, for example, with global politics and control of the army.
A conflict over an army is inevitable. It happened that the presidents, from Alexander Kwasniewski to Andrzej Duda, had never tried to conflict more actively with the government in the army area. This was actually all about general nominations. There were conflicts – he says to prof. Antoni Dudek.
He adds that so far all presidents have not tried to get into the shoes of defence ministers.
– Of course, there have sometimes been differences of opinion between the National safety Office, which is simply a de facto presidential defence department, and the MON. And there it sparked, but never since the time of Kwasniewski's presidency has it become an open conflict. Meanwhile, Karol Nawrocki may effort to drag any generals to his side – says prof. Antoni Dudek.
Army as a origin of conflict?
– Imagine that we are abruptly watching on 1 tv any generals who say that the Tusk government is conducting a catastrophic defence policy, that it disarms Poland, and on another television, another generals who say that the army is well managed by the government, that everything is done well, and only those from Nawrock are defaming the Polish military and lowering its defence capabilities. This would be the worst thing that could happen to us,” adds a political scientist.
He adds that Nawrocki would most likely veto all the laws.
– present president Duda signs quite a few bills. Those concerning the current functioning of the State. And with president Nawrocki there may be a full blockade. I fishy that only early parliamentary elections would be the solution. I do not think that for 2.5 years Donald Tusk's government could function with the President, who categorically refuses any cooperation, in any field," explains Prof. Antoni Dudek.
