Just 100? In fact, these possible scandals are tens of thousands, if not hundreds of thousands, due to the fact that this is strategy pathology. In Poland there are almost 2,500 municipalities, larger and smaller, each of which would contain respective to respective 100 pathologies of this kind.
The only rational solution is to take the wheelbarrows and get them out of the offices.
