Ukraine made an effort to build a modern strategy of local government even before a full-scale Russian invasion. While this improvement has not been completed, even in its incomplete form it is considered a success and 1 of the factors that allowed effective opposition in 2022. However, the war brought about fresh challenges for local authorities, including Russian attacks on infrastructure, the care of interior refugees, and a fall in budget revenues due to evacuation of local population and economical emigration.
