A radio-television subscription is simply a charge imposed on radio and tv users. It follows, among others, from the Act of 29 December 1992 on Broadcasting and Television. Its aim is to fund public media. In 2025 the monthly rate is PLN 8.70 per radio receiver and PLN 27.30 per tv or tv and radio receiver.

Is a radio-television subscription mandatory? The law is clear.
The RTV subscription is the most common way of financing public media in Europe. In Poland, gross from fees goes to a separate account of the National Broadcasting Council (KRRiT). The money is collected by the Polish Post Office. As you can read on gov.pl, the exemption from subscription fees applies to people:
aged 75,
who are over 60 years of age and are entitled to a pension whose amount does not exceed 50% of the average monthly salary,
members of the I disabled group,
war or military disabled veterans.
A radio-television subscription is mandatory for any individual who has a radio or television, regardless of whether he actually uses public media. The key information is that registration of the receiver should take place within 14 days of purchase.

How to pay RTV subscription? You may be in control.
However, many people do not comply with this obligation. In 2024 the collection of RTV subscriptions in Poland was about 45 percent. Failure to registry or to pay fees may consequence in financial penalties. It is 30 times the monthly subscription fee, i.e. 261 zł (if individual has only a radio) or 819 zł (if they have a tv or tv and radio). The fee must be paid in advance by the 25th day of the first period of the mention period. An recognition number shall be given after registration of the receiver. It is accompanied by the number of the bank account to which deposits should be made.
It is worth adding that employees of the Polish Post Office can come home and check whether people with tv or radio have registered equipment and pay for subscriptions. They have no work to announce control or prove that individual actually watches television. Just having a receiver capable of receiving a signal. However, the controller cannot enter the flat by force without the approval of the householder. There's no authority like a cop. The Polish Post Office, on the another hand, emphasizes that the controlled individual should be able to carry out an inspection of the work to registry RTV receivers or supply evidence confirming the registration of radio and tv receivers. If you refuse, the controller may make a business note and study a suspected deficiency of registration or no fee to the Polish Post Office Financial Centre, which keeps the register.
