This is Rutte's first visit as NATO Secretary General in Warsaw; he has served since the beginning of October. Prior to that, Rutte was Prime Minister of the Netherlands for many years from 2010 to July. He replaced Jens Stoltenberg as head of the Alliance. Stoltenberg was NATO's secretary-general since 2014, his word of office was extended, among others, due to the Russian invasion of Ukraine.
