Mariusz Błaszczak: We begin collecting signatures for the referendum on the migration pact

PiS club chief Mariusz Błaszczak announced that his club was starting to collect signatures under the request for a referendum on the migration pact and associated relocation of illegal migrants. He stressed that the peculiar problem was to "drop" migrants from Germany to Poland.

Błaszczak said on Monday at Radio Wnet that the action to collect signatures for a referendum was the consequence of the Law and Justice organization to the problem of illegal migration. – Migration is simply a real threat. It's not even about illegal migration from the East, it's about migration from Germany, about the Germans dropping migrants to Poland. – he noted.

According to the head of the PiS club, half a million signatures are needed to hold the referendum. He so called for signatures to be filed, including in PiS parliamentary offices. – And of course, we'll be active, we'll go out to people, we'll ask for signatures, and that's the right solution. – announced.

The politician besides referred to the Prime Minister's Saturday speech, which announced that 1 component of Poland's migration strategy would be a temporary territorial suspension of the right to asylum. He besides stated that the government would not respect and implement European ideas that reconcile Poland's security, specified as the EU migration pact.

When asked if the Law and Justice Office would support specified a solution, he said that "everything depends on the effectiveness of this action." In his opinion, however, it will be "ineffective". – In our opinion, this is just an empty password. It won't work. Shall we pronounce the Geneva Convention? Is that what Donald Tusk wants? After all, it is to direct public attention in a completely different direction, in a blind alley – he said.

It is not a problem that a group of people, e.g. decision-makers from Belarus are asking for asylum in Poland. The problem is that people from the mediate East and North Africa storm Europe, and the European Union dominated by the Germans has decided to introduce a migration pact, that is, to decision these people from Germany to another EU countries – added the politician PiS.

EU finance ministers yet approved the migration pact on 14 May, against Poland, Slovakia and Hungary. The Pact is intended to comprehensively regulate migration issues in the European Union, including issues related to assistance to countries under migration pressure. The fresh rules are intended, inter alia, to spread work for managing migration within the Union between all associate States.

This is to be done by a mechanics of mandatory solidarity, which involves deploying at least 30,000 people each year. It is intended to support countries under migration force by another associate States. Alternatively, EU countries will be able to pay €20,000 for any individual not admitted or to participate in operations at the EU's external borders.

The erstwhile referendum initiated by the Law and Justice Office last year raised a question concerning the admission of migrants to Poland. Since the attendance threshold of 50% was not exceeded, its results were not binding.

According to Article 125 of the Constitution, "a national referendum may be held in matters of peculiar importance to the State", which "has the right to order the Sejm by an absolute majority in the presence of at least half of the statutory number of Members or the president with the consent of the Senate, expressed by an absolute majority in the presence of at least half of the statutory number of Senators".

The rules for holding a referendum are besides laid down in the National referendum Act. According to it, the Sejm may decide to submit a circumstantial substance to a referendum on its own initiative, as well as at the request of the Senate, the government or a group of 500,000 citizens entitled to participate in the referendum. Importantly, the request for a referendum should include proposals for questions or options for a solution to the referendum. Ultimately, the content of questions or options determines the Sejm in the resolution of the referendum.

A national referendum on matters of peculiar importance to the State is important, i.e. its result is binding if more than half of those entitled to vote have participated. Finally, the validity of the national referendum is stated by the ultimate Court.
