There's an old saying: Pole smart after harm. Known for centuries, they were recalled in their works by Mikołaj Rej and Jan Kochanowski.

This expression means a certain deficiency of complacency, suggests that Poles do not anticipate the negative effects of actions or decisions, they do not effort to prevent them and the negative effects will only be recognized after the fact. Recently, thanks to the declassified “Plan to usage the Armed Forces of the Republic of Poland Wart 00101” from June 2011, we learned that according to plans of the General Staff of the Polish Army approved by the Minister of National Defence of the Tusk Government, the defence of Poland was to be based on the river Vistula. This information was so sensational that it triggered an uncoordinated reaction from politicians of the full opposition. any said (PSL) that this could not be true, that it was a fake prepared by the Law and Justice for the purposes of the election campaign. A small naive, but at least honest. Others were beating the alarm that a paper had been declassified that should be classified. Indeed, it would be best for them to stay secret. In turn, a dedicated opposition general mocked the current rulers saying that they did not realize the basic military concepts, that they did not know what the operational depths included in the declassified defence plans. I think not only the current government, but besides all young boy who participated in any backyard skirmish knows precisely what the operating depth is. The problem is that the WP General Staff during the Po-PSL regulation did not set this operating depth between Bug and Vistula only between Vistula and Odra !!
The government website and the right-wing media claim that it was a disgraceful, destructive defence strategy for Poland on a line set in the interior of the country, on the Vistula line, assuming the fast surrender of Russia to east territories. There are allegations that cities specified as Białystok, Lublin or Rzeszów would share the destiny of Bucza, Irpia or Hostomelas. Although this is rather a suggestive assessment, it does not reflect the real intentions of the founders of this strategy and their leaders. In my opinion, this was not a defence strategy but a peace proposal addressed to Russia by the PO-PSL government on behalf of Germany and the European Union. A peace offering saying: if you want to annex the area west of the Bug, we will return the land to the Vistula border without a fight, without a single shot. See, we're removing military units, garrisons and ammunition depots (!) east of the Vistula River. We're clearing the area, we're credible. If you halt on the Vistula line there will be peace in Europe. On the another hand, if you decide to cross the Vistula River, if you decision further towards Berlin, Brussels, Paris, then we will defend with all determination, with the operational depth between the Vistula and the Oder. Only that this defence would no longer be a defence of Poland but a defence of Germany. The defence is well planned, due to the fact that it is mainly outside the current German state. This could be deviously called a negative operating depth or simply a classical forewall.
On the 1 hand, it is shocking, but on the another hand it is known from a not so distant history. On 23 August 1939, the Ribbentrop-Molotov Pact was signed, establishing the division of Poland just along the rivers: Narew, Vistula and San. On 28 September 1939, the Treaty on the Borders and relationship of the 3rd Reich (Germany) – ZSRS (Russia) was signed, named after the names of the signatories of the Second Ribbentrop-Molotov Pact. It was in this treaty that the spheres of influence of both parties were demarcated in detail, the resettlement issues were regulated, and the property left behind. Poland, having enemies on both sides, was incapable to defend itself on 2 fronts. Therefore, the chief chief’s office issued a painful and controversial directive, which recommends: “Do not fight the Bolsheviks unless they are attacked or tried to disarm the troops. [...] The cities to which the Bolsheviks will approach should deal with them on the departure of garrisons to Hungary or Romania.’ In any cases, defensive combat has been taken, as is exemplified by Grodna's heroic defense. However, many commanders followed the recommendations of the directive and surrendered their troops without 1 shot. That is why the Russians occupied most of the Polish territory without a fight, did not attack or execution civilians. Only after a fewer months, after a diagnosis, they began to systematically exterminate. Men active in the Polish state were arrested and their families were moved to Siberia. Stalin's March 1940 decree sentenced the arrested to be executed. The genocide was executed in the Katyn Forest.
Therefore, I do not agree with the opinion that as a consequence of the plan adopted by the Tusk government, specified cities as Białystok, Lublin or Rzeszów would share the destiny of Bucza, Irpia or Hostomela. The Russians would not gotta execution civilians without a fight. Only after a fewer months, after the investigation, would they begin arrests and exports. As a consequence of decisions made in 2011 by the PO-PSL government, residents of specified cities as Białystok, Lublin or Rzeszów would experience the second Katyń.
