Krywlany Airport in Białystok: fresh chances or million losses?

Podlaskie is the only state in Poland without a regional airport. Will that change soon? Marshal of Podlaskie Voivodeship, Łukasz Prokorym, announced actions for the launch and expansion of Krywlany Airport, possibly utilizing EU funds for the infrastructure of "double-purpose" – civilian and military.

"Non-ending history" – will there yet be a breakthrough?

During the press conference summarizing the first year of work of the regional board, Marshal Prokorym awarded:
“We are very keen that, finally, in this word of office – due to the fact that this is the past of the endless Podlaskie airport – the Podlaskie region has won an air connection to another regions of our country, including another EU regions”.

Currently, Krywlany Airport has a paved runway of 1350 m long, built by the city of Białystok with the support of the voivodship's local government. However, due to undiscovered flight obstacles (a fewer 1000 trees) the belt is not full used. It is mainly utilized by services specified as the Border Guard.

New company and improvement plans

In January 2024, an agreement was signed between the local government of the voivodship, the city of Białystok and Polish airports on the establishment of an airport management company. Marshal Prokorym announced that in May the working squad is to find possible airlines and destinations.

President of Białystok, Tadeusz Truskolaski, besides announced the construction of a hangar for aircraft for approx. PLN 55 million, with a licence for construction planned for the second half of 2024.

EU funds for growth

Prokorym stressed that the EU had not yet financed the construction of airports, but that the anticipation of raising funds for dual-use infrastructure is now open:
"The EU will finance dual-use infrastructure, i.e. civilian and military infrastructure, as a consequence of various negotiations, including talks, various lobbying, which we besides conduct as provincial authorities. This opens the way for us to get these measures, including European ones, for this purpose".

In the first year of the current board, 227 contracts were signed for projects worth over PLN 1 billion, of which over PLN 810 million came from EU funds.

Podlaskie and hard neighbourhood with Belarus

The Podlasie region, bordering Belarus, faces the consequences of the 2021 migration crisis and closed border crossings. The east regions of the EU are seeking additional support due to the hard neighbourhood with Russia and Belarus and the war in Ukraine.

Prokorym reported that work on the letter to the EC president had been completed Ursuli von der Leyen on the creation of a peculiar fund for border regions:
"The border with Belarus, the border with Russia – whether there is war or not – is always a hard border. Therefore, the EU should dedicate further resources, a peculiar fund that is hard to neighbouring to these areas".

Will the Podlasie scope its airport?

The plans are ambitious, but can they be achieved? Much depends on EU backing and cooperation between local governments. If everything goes as planned, Podlasie can shortly gain air connections that will stimulate the region's economy.
