No more uncontrollable "kilometres" by Members. Marshal of the Sejm Włodzimierz Czarzasty signed an amendment to the order for the creation and financing of parliamentary offices on Tuesday. The amendments are intended to increase control and transparency of accounts, in peculiar for trips outside the constituency.

The fresh rules for the reimbursement of the costs of utilizing private cars by Members in connection with the implementation of the mandate will apply from 1 January 2026.
As highlighted in the Communication published on the Sejm website, "changes strengthen control and transparency of accounts - in peculiar for trips outside the constituency and in the case of long-term rental of cars."

"The changes will be analysed for their efficiency and - if essential - updated in the coming months. It is worth noting that alleged kilometres are accounted for as part of the amount allocated to moving the parliamentary office and represent around 14% of the full expenditure" - highlighted in the Communication.

The amendment of the order, signed by Marshal Czarzaste, makes a discrimination between crossings outside and within the parliamentary district.
When it comes to crossings outside the constituency, there will be a registry of crossings with their dates and routes. Rules will be analogous to staff delegations.

The Marshal of the Sejm introduces stricter rules than before to account for travelling by car outside the constituency at the expense of the Chancellery of the Sejm as part of the lump sum for moving offices. In order for specified trips to be included in the cost statement, they will should be recorded in a peculiar register, including travel dates, their routes and the number of kilometres travelled" - the communication states.
The Sejm staff will control the kilometers
As added, these data will be subject to scrutiny by the staff of the Chancellery of the Sejm, in parallel with another papers related to the financing of the activities of the parliamentary offices. The rules for documenting these journeys - as noted - are coming much closer to the journeys carried out by employees in another workplaces. As indicated, there besides the way is provided, its date, the number of kilometres driven and the rate per 1 km is dependent on engine capacity and results from rules mostly applicable.
The amended order states that any associate utilizing a private car (including a debt agreement or similar) will receive lump sum within the amount of office running, not additional money for journeys carried out within the constituency - up to a limit of 1500 km per month.

Rates per kilometer correspond to the rates specified in the regulations on national delegations, i.e. at present PLN 1.15 or PLN 0.89 per kilometer - depending on the engine capacity. It follows that each associate will receive no more than PLN 1725 per month.
Stricter rules for the rent of vehicles for Members
The changes signed by the marshal besides introduce stricter rules for the settlement of long-term rental of vehicles. "The organization (long-term) lease was recognized by the Marshal of the Sejm as a peculiar form of service journeys. For these reasons, stricter clearing criteria will be introduced. For crossings within the territory it will be possible to settle them up to the amount of PLN 1725 per month" - indicated in the communication.
In turn - as highlighted - "in the case of crossings outside the constituency, in addition to the government described above related to the work to keep records of specified journeys (currently besides in this case), the amendment introduces a much stricter cost limit". "Since 1 January 2026, the rule that 40% of the kilometre rate is the cost of fuel comes into force, which means that for each mile driven, the MP can only settle this part of the rate - without another operating costs (other 60%). The settlement was limited to the part corresponding to fuel costs, as operating costs are covered in rental costs" - said the Chancellery of the Sejm.

The Communication besides stated that the annex to the revised regulation would identification tablewhere Members will be required to show circumstantial routes with their dates and the number of kilometres travelled.
"These data will be subject to control on akin terms as another expenditure on moving the parliamentary office. In order to simplify the procedure, no distinguishing between vehicles of different types of propulsion (e.g. combustion, electrical or hybrid)" - added.
