Mikołaj Kniażycki, a deputy of the ultimate Council of Ukraine, criticized the proposal of the PiS of deportation of Ukrainian men of draft age without legal work in Poland. The politician hopes that Donald Tusk's government will not implement it, even though the IBRiS survey for “Rzeczpospolita” shows 67.2 percent support for this solution.
The proposal that set up the dispute
The dispute began after the PiS Programme Convention “Ku to the fresh government”, organized on 6 August in Warsaw. Euro MP Tobias Bocheński then announced that, after a possible return of the Law and Justice Office to power, 1 of the most crucial decisions would be the deportation of Ukrainian men of draft age who do not work legally in Poland. Jarosław Kaczyński later explained that it is not about all Ukrainian citizens, but about those who are in Poland, they have no legal work and are subject to conscription.
That discrimination matters. The Polish State has the right to require legal employment, respect for rules and clear residence status. The assistance given after the Russian attack on Ukraine was a large effort of Poles, but it cannot mean permanent blurring of the limits of responsibility. Hospitality becomes a cost to the host.
Kiev answers and looks at Tusk
Mikołaj Kniażycki reacted on social media. According to Interia and DoRzeczy.pl, the deputy felt that the case was not foregone, and that the current government in Warsaw would not decide to do so. In his opinion, the PiS tries to respond to social sentiments and fights for a right-wing electorate.
The politician from Kiev besides gave his own account: he claims that there are 1,6-1.9 million Ukrainians in Poland who are to supply Poland with GDP growth of 2.7 percent per year. It's an economical argument, but it's politically convenient. He brings the Polish debate to the question whether it is worth enforcing the law. And this is simply a false choice. Legal work, contributions and taxes deserve average treatment. The grey region and life outside the control of the state cannot be presented as the interest of Poland.
Poles gave a clear signal
By IBRiS poll for “Rzeczpospolita”, carried out on 7-8 August on a group of over a 1000 people, 67.2% of the respondents supported the deportation of Ukrainian men of draft age without legal work, 23.4% were against, and 9.4 percent had no opinion. Such a consequence must not be disposed of with the description of ‘populism’. Poles see that the war in Ukraine is ongoing and at the same time part of the burden of this war, financial and social, fell on the Polish state and Polish families. The request for legal work is not an hostility to Ukrainians. It is simply a minimum condition of fairness to the taxpayer.
The dispute besides on the right
The thought of PiS did not pass without criticism even in a camp widely understood right. Marcin Horala estimated that the criterion should concern the legality of residence and work, not nationality. We described this subject on the occasion of the text in which Horala scored the paradox of the thought of PiS.
And that's the point. The national state cannot act emotionally or under abroad politics or under media blackmail. He's expected to defend his own order. If a foreigner works legally, pays taxes and respects the law, the state should treat him in accordance with regulations. If not, the state must have real control and execution tools.
Poland's interests before another people's calculations
The most meaningful part is the passage in which Kniażycki hopes for the government of Donald Tusk. This shows how current power is read outside Poland: as a warrant of a soft course, even erstwhile the majority of society expects tougher rules. For Warsaw it is simply a informing signal.
Poland is to aid Ukraine halt Russian aggression, due to the fact that it is in our safety. But aid must not mean giving up the sovereign right to find the conditions of abroad residence. In relations with Kiev, as we wrote in another dispute, relations with Ukraine must be based on reciprocity. Without this, Polish policy becomes an administration of another people's expectations.
