According to the FSB, the aircraft was to be taken over by a recruited pilot and directed towards the Romanian city of Konstanca, where it would then be shot down by NATO's anti-aircraft defence—which would constitute a "large-scale provocation" against Russia. According to Al Jazeera English, Russian services claimed that Ukrainian military intelligence officers operating with the aid of “British superiors” were to offer Russian pilots up to $3 million and citizenship of a selected western country in exchange for their participation in the operation. In the version presented by the FSB, the game was to be ‘coordinated from the West’, and its preparation allegedly active Bellingcat's journalistic investigative portal, considered by the Russian authorities to be a ‘unwanted organisation’, which powerfully denied any connection to the case, identifying accusations as ‘totally false’.
