Andrij Kowalenko, the head of the Ukrainian government's centre for the prevention of misinformation, criticized the Russian dictator's plan. In his opinion, it is part of Putin's efforts to hold the peace negotiations, as it does not actually intend to end the full-scale invasion.
“Putin is doing everything in his power to hold and derail any advancement on the way to peace due to the fact that is not curious in ending the war. That is why he continues to make specified absurd demands and proposals," he wrote on Telegram Kowalenko.

Ukrainian law does not let a state of war election to be held, which was announced on 24 February 2022, erstwhile Russia began a full-spectaclic invasion.

“If Putin is one more time having difficulty knowing with whom he must talk to, in order to actually decision towards the end of this war, he should simply take a fewer pills that will stimulate his brain activity — assuming of course that specified pills inactive have any influence on him,” wrote Lytwyn in a post on X.
Putin's comments came shortly after U.S. president Donald Trump himself admitted that Russia “may delay” on the conclusion of a full truce with Ukraine. Trump's squad has been trying to work out the terms of the ceasefire for weeks, but Putin does not want to retreat from his maximumist ambitions towards Ukraine.
