Kiev wants to increase rail grain transit through Poland from around 300 1000 to 600 1000 tonnes per month. The talks are under force from Russian attacks on Black Sea ports, but Warsaw does not agree to abolish the embargo. For Polish farmers the price, the capacity of the railway and the tightness of the controls are at stake.
Kiev presses for greater transit
Ukraine is looking for land routes of export after further Russian strikes at ports on the Black Sea. Taras Wysocki, Minister of Agricultural Policy and Food of Ukraine, indicated that transport through Poland can be increased from around 300 1000 to 600 1000 tonnes per month. Achieving specified a volume would require more rail transport and 24/7 border control services.
Warsaw has the right to talk about transit due to the fact that Ukraine needs access to planet markets, and Russian aggression remains the origin of the crisis. However, it cannot sign solutions that will pass on costs to Polish producers. Prior announcement of doubling of transport has already raised legitimate questions about the integrity of the system.
Embargo is not subject to negotiated dilution
Radio Maryja states that the Polish government does not declare concessions on the embargo, although Brussels is pushing for its abolition. This discrimination is fundamental. Transit means transit of goods to port or beyond the borders of Poland. Import means entering our marketplace and direct competition with the crops of Polish farms.
Poland has already paid for the chaos of erstwhile years to reduce farmers' assurance in the state and fear that cargo declared as transit will be in the country. so maintaining hard control over food imports is simply a condition for any fresh agreement. Seals are needed, transport tracking from the border to the point of departure, paper checks and real penalties for re-use of cargo.
Railways and warehouses will besides service Polish countryside
Double the monthly volume is not a simple administrative operation. Trains, handling terminals, tracks and warehouses have limited capacity. If the State favours transit during the acquisition of Polish cereals, home producers may pay higher transport costs and more hard access to infrastructure.
The European Commission informed on 29 July that since the launch of solidarity corridors they have helped Export around 226 million tonnes of different goods from Ukraine. The scale of this mechanics proves that assistance in exports is possible. However, it does not give Brussels the right to subordinate Polish agricultural policy to external interests.
Russian attacks on Black Sea ports are a fact and require responses from the countries of the region. Pressure on the routes through the Black Sea However, it cannot service as an argument for beginning the Polish marketplace without security. Aid to the neighbour and the defence of their own agriculture can be reconciled on 1 condition: the rules are determined by Warsaw and each wagon is controlled.
Polish interest must be recorded under the conditions
The government should present a full plan to farmers before agreeing to increase transport. It must specify the maximum volume, routes, control rules, carrier work and precedence of Polish agricultural crops in national terminals and warehouses. Without these guarantees, assurances of safe transit will stay words.
Poland can aid Ukraine to defy Russian aggression, but not at the expense of its own food security. The gross of Polish agricultural families, the acquisition price and the ability of the state to conduct economical policy independently are at stake. In this case, kindness towards Kiev must go hand in hand with hard realism.
