The property owners who usage the cesspool must bear in head the regulations in force. The deficiency of a suitable contract for the export of impurity may consequence in a advanced mandate – up to PLN 5 thousand. We're looking into what to pay attention to to avoid punishment.
Mandatory cesspool export contract – what does the law say?
According to Article 6(1)(1) of the Law of 13 September 1996 on the maintenance of cleanliness and order, the owners of immovable property not connected to the sewerage must have an agreement to empty wasteless tanks and transport liquid waste. Controls are carried out throughout Poland and the absence of a paper may consequence in severe consequences.
Who can be checked?
- Homeowners with homemade septic tanks,
- Users of household Garden,
- All those who are not connected to the sewer system.
Municipal controllers have the right to check the validity of the contract at all times of day and night. If the owner obstructs control, officers may call the police who will impose a mandate of up to PLN 5 thousand.
How to avoid punishment?
- Make a deal with a company that exports dirt.
- Keep the tank tight – leaky cesspool threatens with contamination and additional penalties.
- Regularly empty the tank – according to the agenda laid down in the contract.
It's worth remembering that the municipality can besides be punished (even 50 1000 zł of fine) for negligence in carrying out checks.
Will the water and sewage charges increase?
In August 2023, Deputy Minister of Infrastructure Przemysław Koperski announced changes to the Collective Water Supply Act. The fresh provisions are intended to introduce:
- Free access to the first 1000 litres of water (or symbolic fee of PLN 1),
- Lower rates for another 2 million,
- Higher charges for users above 3 m/s per person.
According to the Ministry 3 ml of water per period is enough for comfortable operation. Those who waste water will pay more to balance the system.
