New president and resignation call Tusk
Warsaw correspondent "Frankfurter Allgemeine Sonntagszeitung", Stefan Locke, recalled that Jarosław Kaczyński had already called for the creation of a technical, cross-party government a fewer hours after Karol Nawrocki's victory. This was, in his opinion, a de facto call to resign Donald Tusk, who in October 2023 dismissed the Law and Justice from power.
The Prime Minister responded counteroffensively, announcing that he would "not go back". His words Locke cites as proof that political conflict in Poland is entering a fresh phase.
The power conflict has rekindled
"Two years before the next parliamentary elections, the conflict for power in Poland has rekindled," Locke writes. This may be the last political match between Tusk and Kaczyński – two leaders who have been forming the Polish political scene for 2 decades.
According to “FAS”, Kaczyński feels reinforced by Nawrocki's victory, which he introduced to the Presidential Palace despite opposition inside the PiS. He acted likewise a decade ago, pushing the candidacy of Andrzej Duda. As a result, PiS controls present the highest office in the state and its right of veto. The Tusk Coalition does not have a two-thirds majority required to break this veto.
A vote of assurance and a test of strength
In order to strengthen its position, Prime Minister Donald Tusk intends to appear in Parliament for a vote of confidence. As foreseen by “FAS”, the vote will win, but “Kaczyński will not let go so easily”. The choice of Nawrocki showed that the right hand – including the Confederation – can number on a real majority today.
Right-wing parties forced to cooperate
Although right-wing organization leaders disagree personally and ideologically, they realize that only together can they overcome the ruling camp. "The approximation (between right-wing parties) will progress, and the centre connecting this process will be the Presidential Palace with Karol Nawrocki" – quotes Locke the opinion of Tomasz Pietrygi from “Rzeczpospolita”.
New president – another than Duda
Nawrocki owes his choice to Kaczyński, but – unlike Andrzej Duda – does not belong to his direct background. According to Pietryga, he will become more independent in time and can draw closer to the Confederacy with which he has a household relationship.
Back to Power Instrument: veto
As Locke points out, the main tool of political force will be the presidential veto. Nawrocki – repaying his political debt – can systematically block the laws of the Tusk Government. In this way, it will prevent it from making key promises, specified as restoring the regulation of law or settling abuses of erstwhile power.
This situation may lead to frustration among Platform voters and an increase in tension within the ruling coalition. "In the coalition, it boils, which can lead to accelerated elections before the planned deadline in 2027. The PiS is prepared for this", writes Locke, stressing that the Kaczyński organization and the Confederacy already have a tiny majority today.
