The Organisation for safety and Cooperation in Europe (OSCE, or OSCE) and the Parliamentary Assembly of the Council of Europe (PACE) published their position on the presidential elections in Poland. External observers point to a process that has been going on for years and dangerous, undeveloped problems that, although comparatively new, seem to pose an expanding threat to maintaining democratic governance.
