Jerzy Kwasniewski Ordo Iuris: End of independency Day?
date:22 November 2023 Editor: Anna

Ladies and gentlemen,
A week ago, on the streets of Warsaw, he passed the March of Independence, covered by the authoritative legal monitoring of Ordo Iuris. The patriotic and household atmosphere of the March was complemented by a shelter town where we besides met with the Sympathics and Donors of the Ordo Iuris Institute. This upbuilding atmosphere is just a memory, due to the fact that the darkest clouds are gathering over our independence. With large seriousness and concern for the destiny of Poland, I warmly ask you to take your time and read this peculiarly crucial letter.

Six years ago, the leader of the European Liberals Guy Verhofstadt called the March participants "neonazists". At that time, the European Parliament, who is now pursuing Polish Euro MPs for slapping electoral spots, dismissed the request of Ordo Iuris to waive the immunity of Belgian slanderer. Today, however, his character returns to a much more dangerous role. The Constitutional Commission of the European Parliament, headed by Verhofstadt, accepted 267 amendments to the EU Treaties. There's been a threat we've been informing about for years. Without a shadow of exaggeration, it should be stated that the entry into force of these changes would be the end of the sovereign and independent Republic.

On 22 November, next Wednesday, the draft 267 amendments will be put to the vote of the full European Parliament. Much indicates that the package will be adopted by an overwhelming majority. The Treaty amendment procedure will begin - the birth of the "States of Europe".

I spoke about the seriousness of this epochal minute and danger for Poland in a speech at the end of the independency March.

Among the past generations were those who in consequence to the threat to independency The homelands were breaking off to battle, but besides those that underestimated the threat. For us the decisive fight begins now and it will be up to us to proceed to be independent Poland. It's time we put all our efforts and thoughts into the service of the Homeland. If we ignore this historical threat, another independency Day will be just a sad memory of lost sovereignty.

The proposed Treaty amendments mean the transfer to Brussels of decisions on abroad policy, armed forces, wellness policy, industrial development, the admission of millions of migrants. They besides mean the unlimited power of EU bureaucrats to introduce abortion, forced and vulgar sexual education, to advance taxpayers-refunded "transition" or surgical mutilation of children and young people. The opposition of Poland will not substance due to the fact that the amendments take distant the right of veto. It is adequate that France and Germany will convince (or effectively blackmail) respective smaller EU countries, and that all decision of their governments will besides become a law in force in Poland.

Fortunately, there is inactive a chance to win this fight.

The consequence to this threat requires coordination and joint action, which will not be provided by organizations without government grants to date, nor by the government of Donald Tusk. With the awareness of our responsibility, we must recognise that the Ordo Iuris Institute – thanks to its independency and the support of the Donors and Friends – is now the only centre capable of building a substantive and unchangeable base of professional and mass opposition to the assassination of Polish sovereignty. We have worked for this for years, building a strong community of experts and Friends of the Institute and developing conflict-free, good relations with all independent, non-governmental and organization environments.

Therefore, we are setting up a completely fresh task – the College of Sovereignty. Within this framework, we will bring together experts from a number of fields essential for the functioning of a sovereign state to defy the EU's aspirations for our Constitution and exclusive national competences. The College of Sovereignty will support anyone who wants to defend independency with his actions. To co-create the College of Sovereignty we invitation all Poles who want to support the construction of an independent social coalition and its substantive expert base.

The first challenge facing the College of Sovereignty, its experts and our full community, will be to save Poland from the revision of the EU treaties which is being imposed today. Only with the agreement of all associate States can revolutionary changes be made to the EU treaties. In Poland, ratification of changes requires a majority of 2/3 of the Sejm and Senate, which is not available to the coalition built by Donald Tusk. An alternate for the government will be to draw up a referendum, and that means that we have a large propaganda run ahead of us to tell Poles that voting against federalisation is voting against Europe. We can anticipate the engagement of most media – including the fresh TVP format, films, broadcasts, documentaries – which will perpetuate in Poles the belief that the Nation and sovereignty are outdated or even embarrassing. This place will advance the story of common, peaceful and altruistic European cooperation – possible as shortly as the blocking mechanisms for vetting in the name of incomprehensible national interests disappear. European citizenship will become more crucial than national citizenship.

There is simply a reason why the 267 Treaty amendments mention to the communist Altiero Spinelli, who conceived a imagination of a Europe free of states and borders, in which the dictatorship of the "European Party" will change the human nature and make a fresh "real democracy" on the ruins of national states.

However, the College of Sovereignty is more than a common decision against change in the EU. This is an chance to build a stable, independent and professional base of independent governments in Poland. No substance who forms them in the future. Only long-term work on state policy can save Poland from the constant volatility imposed by the office of the authorities. This stableness is ensured by independent organizations in the United States or the United Kingdom, financed by a community of citizens who feel individual work for the destiny of the state and nation. utilizing these patterns, we build the College of Sovereignty. In fact, I am writing to you from a train from fresh York to Washington, where we hold dozens of meetings with the most effective American organizations, supported by millions of Americans and standing for years for the effectiveness of conservative governments in the United States.

We have an incredible challenge ahead of us. To defend life, household and freedom, we must first save the sovereignty and independency of the Republic. In order to do this, we must convince you to join the College of Sovereignty and to support our task not only experts, but besides thousands of uninvolved compatriots – including families afraid about their children and grandchildren, but besides entrepreneurs who realize perfectly how crucial the independent Republic of Poland is to them.

This is 1 of the most crucial messages I have always sent to you, due to the fact that we are facing the biggest threat to Polish sovereignty, which will be faced by the surviving generations of Poles. Therefore, I powerfully encourage you to read the following text to the very end.

As a nation, we have shown many times that at the most hard moments we can unite.

Therefore, I will be very grateful to you for any support given to the Ordo Iuris Institute, which will enable us to finance the beginnings of the fresh initiative and to join the fight for Polish sovereignty.

The future of Poland is in our hands

“The dictatorship of the revolutionary party” is coming!
We have been talking about the fact that European integration has been going in a very worrying direction for years.

Already more than 4 years ago, we translated into Polish "Manifest of Ventotene", in which Italian communist Altiero Spinelli wrote explicitly that the aim of European integration must be to completely abolish national states, which he considered a origin of war and dam for progress. Spinelli – as a faithful, ideal, extremist communist – besides wrote about the request to restrict or even abolish private property, which could “be tolerated only if necessary”.

With disconcerting sincerity, he wrote that the dream national European state could not be created in democratic procedures and with the consent of Europeans. He claimed that “in revolutionary times, erstwhile it comes not to the management of institutions but to the creation of them, democratic practice is simply a terrible disaster.” He so proposed to implement his imagination for helping "the dictatorship of the revolutionary organization that will make a fresh state and around it – a new, actual democracy".

Thanks to our work, everyone can read the Polish translation of Spinelle's manifesto present and see for themselves that in it we are dealing with radical, hard-headed trockism; revolutionary, completely Bolshevik approach to building a European state.

And although European decision-makers say straight that Spinelli is 1 of the fathers of European integration (even 1 of the buildings of the European Parliament bears his name!) – many Poles ignored and underestimated his visions of the demolition of sovereign states and considered it a conspiracy explanation or just a mad imagination of a single man.

But present it is clear that this imagination is being implemented consistently. Besides, nobody's even hiding it. The authors of the draft amendments to the treaties already in the preamble of the paper callback the Manifesto of Ventotene – speaking straight of political force and dictatorship of the revolutionary organization – as 1 of their main inspirations.

Spinelli's plan was scheduled for years and precisely the same is being implemented. The European, internationalist communism followers knew from the start that they were incapable to realise their imagination immediately. If they were to talk openly about the plan in 2004, most likely Poles would not agree to join the European Union.

But after 20 years, we are at a time erstwhile millions of Poles see nothing incorrect with the fact that EU officials are blackmailing the Polish government financially and influencing the democratic process in Poland, making the payment of funds from the EU budget – to which we are together – dependent on who governs Poland and what imagination of reforming the state.

One of the elements of the planned EU superstate improvement plan for years was the Conference on the Future of Europe – a fake consultation run that now allows federalists to say that most Europeans want a revolution; they want to take sovereignty from their own national governments and destruct their own democracy. In fact, most Europeans were not even aware that specified a run was taking place at all. In the Netherlands, studies showed that no more than 3% of the Dutch knew about this initiative. The Poles did not even ask.

The conference ran under strict national control, who had reserved key positions in the process of drawing up its final document. We wrote about this in a study that analysed the course and final recommendations of the Conference. We gave the English-language version of our study to all MEPs and talked about it at an global conference on this subject held in Brussels.

Now it is time for a final blow to sovereign national states and the establishment of a European superstate.

As shortly as next week, the plenary session in the European Parliament will have a debate on the adoption of draft 267 amendments to the Treaty on European Union and the Treaty on the Functioning of the European Union. The draft was adopted at the end of October by the Committee on Constitutional Affairs of the European Parliament. Its authors are 5 Euro MPs from Belgium and Germany – headed by Guy Verhofstadt, founder of the Euro-Parliamentary Spinelli Group, which includes Danuta Hübner and Radosław Sikorski.

Even before voting in committee, we have published a legal comment on proposals for amendments. We have examined the proposals in detail, showing that they can enable the Union to advance sex ideology, influence the content of school programmes, and dictate environmental solutions, abortion or the fight against discrimination. The introduction of the proposed amendments would, among another things, lead to the removal from the Treaties of the mention of "women and men" and their replacement by "social and cultural gender". Implementation of the proposal would besides entail giving the Union exclusive environmental competence. The amendments besides supply for an institution for a European referendum, which will let for future treaty changes without the consent of all associate States. However, within the competence of wellness regulations, The EU could reduce or even destruct the protection of the lives of unborn children, forcing countries to legalise abortion.

It may besides concern the request for simplification, as provided for in Article 7 TEU, of the suspension of the powers of associate States to those countries which infringe Union values specified as freedom, democracy, equality, human rights or the regulation of law. The generality of these concepts makes it possible for the EU institutions to interpret them freely, giving emergence to the hazard of political repression of states, under the appearance of protecting EU values. erstwhile this procedure was initiated against Poland, it could number on the veto of Hungary, and erstwhile it was initiated against Hungary – Hungary could number on the veto of Poland. If these amendments enter into force, this procedure will be utilized without any hindrances to repress and severely punish the "insubordinate" governments.

The adoption of the draft by the European Parliament does not, of course, complete the process of establishing the "States of Europe". It's the beginning of a long fight. We have a fewer more critical moments ahead of us where we will have the chance to block this revolution and defend our sovereignty.

If adopted at the EP plenary session, the procedure for amending the Treaties will be formally initiated. The task will then go to the Council of the European Union (made up of the applicable ministers of the associate States) and then to the European Council (made up of Heads of State and Government).

The 3rd phase of the procedure will be the decision by the European Council, by a simple majority, to convene a convention composed of representatives of national parliaments, Heads of State and Government, the European Parliament and the European Commission, who will adopt recommendations to the intergovernmental conference. Alternatively, the European Council may make specified a advice on its own without convening a convention, but must get the consent of the European Parliament.

The president of the Council then convenes an intergovernmental conference at which representatives of the governments of the associate States discuss and make the final content of the Treaty amendments which can only be adopted by consensus. As a result, the legal services of the EU Council and the Commission make legislative drafting of amendments in the form of revision treaties. After that, no changes in the content of the amendments can be made.

Even if at this phase we cannot number on the Polish government, we will inactive be able to conduct a wide global run – in cooperation with our partners from all over Europe – to convince as many decision makers as possible to oppose. Radicals will surely be able to break the opposition of 1 or more smaller countries. The more countries stand up for their own sovereignty – the greater the chance to halt their plans.

The final phase of the procedure is the ratification of the fresh treaties by all associate States in accordance with their constitutional requirements. In the case of Poland, ratification of specified treaties could be carried out by the president of the Republic of Poland after obtaining the prior approval of Parliament, expressed separately by the Sejm and the Senate, in each case by a two-thirds majority.

It would most likely be easier for the parliamentary majority to get approval for ratification in a national referendum, in which the approval of the majority of citizens expressed with more than 50% attendance would suffice.

The revision of the treaties will surely not happen overnight. I anticipate alternatively many months of intense negotiations, but also... any kind of political theatre—playing appearances from governments that will effort to convince their citizens that they are fighting for the welfare of their nation.

For a reason, the radicals proposed 267 amendments. I'm certain they know they can't outrun everyone. However, it is adequate to accept a tiny part – possibly even a twelve key amendments – to make our sovereignty a fiction. But proposing specified a large number of revolutionary changes makes politicians like Donald Tusk present able to distance themselves from the full task and then return from subsequent negotiating sessions, announcing their success as to reject any part of the treaty changes. In this way, Poles would not see in the informational sound what is most important.

Our function will be crucial. We request to start the widest possible awareness of the country's country that the adoption of the proposed amendments means changing the European Union into a national superstate with its capital in Brussels and turning the Polish state into 1 of the European regions – 1 of the “states” in the communist “States of the United States of Europe” in which we will have no influence on the form of Polish law imposed on us by EU officials.

The natural improvement of the rich experience of the Ordo Iuris Institute to date is the establishment of the College of Sovereignty, whose aim is to identify precisely key threats to constitutional governance, to mobilise social and political opposition, and to undertake analytical and procedural interventions in defence of the independency and sovereignty of the Republic.

The absence of an independent centre stabilizing the mission of defending sovereignty must lead to the giving of an advantage in this key field to the ombudsmen of disposing of sovereignty in exchange for participation in the future and uncertain benefits of a transnational European experiment. It is besides certain that the underlying axiological, moral and cultural principles of European civilization can only be effectively protected in the national, sovereign and independent contexts.

It's an ambitious task and it's spread over months and years. In line with the financial capacity and the acquired experts, in the College of Sovereignty, investigation centres should function over time in relation to circumstantial aspects of state policy on sovereignty:

Security and National Defence Policy
National sovereignty in the European Union
Constitutional governance and justice
Culture and National Heritage
Science and Education
Economic Patriotism and strategical Development
Health
Media space
The appropriate improvement of the College of Sovereignty will let for dynamic and effective countering initiatives threatening the fundamental principles of constitutional governance and maintaining national sovereignty.

Each investigation and intervention area, employing experienced and recognised experts in its fields with many years of experience, should be built in close cooperation with communication teams. The model solution for the operation of the College of Sovereignty is the existing and proving for years its effectiveness investigation and intervention centres of the Ordo Iuris Institute. These, in turn, derive from the rich experience of partner investigation institutions (think tanks) from the USA, which supply a substantive background to the political conservatives, skillfully linking civilizational, ethical and wide scope of issues in the field of national and global policy.

One of the most crucial tasks facing the College of Sovereignty and the full network of our European contacts is to prepare our own package of proposals for treaty changes that would strengthen the sovereignty of nations within the European Union, strengthen the importance of national parliaments, restrict the authority of the Court of Justice of the European Union and bring the European Commission back to the appropriate position of the secretariat serving representatives of the associate States. This work requires an urgent gathering of experts and coordination of their analysis so as not to rise simple negativity, but a circumstantial programme of faithfulness to the thought of a Europe of cooperating independent states – an thought erstwhile presented by (so frequently opposed to Spinelle) Robert Schuman.

The activity and improvement of the College of Sovereignty is simply a plan set out for years – just as the revolutionary plans are being implemented. 1 thing is certain – we are dealing with an absolutely crucial minute and we have no time to waste.

Of course, backing will be crucial for the success of the full project. We must not let the full initiative to be taken over and utilized for political purposes.

From the experience of our joint mission Ordo Iuris knows that maintaining an institution widely recognized in Poland and enjoying a advanced level of brand designation in the global conservative space and in the area of human rights, continuous participation in public debate and the ability to implement fresh topics, has been achieved with a very modest budget, a fraction of the budget of partner organisations from the USA, Spain or even Hungary. This experience allows you to find the costs of establishing and developing the College of Sovereignty. We know that over the course of a year or two, erstwhile we build the essential sovereign structure of the College, we request to rise respective million zlotys each year.

On a scale of large amounts of state budget spending, this seems to be little. But we don't operate with these. Nor can we number on global philanthropists who, like George Soros, transfer tens of billions to selected organizations implementing left-wing programs. By building the Institute on the very prudent management of donations of our Donors and Friends, we know that getting the right amounts means a large challenge.

Therefore, we know that this will only be possible if our erstwhile Donors convince others to join the Ordo Iuris environment, and the task itself will besides attract the believers of the country of entrepreneurs.

This is our national fate, that all generation of Poles must hear a bell ringing in terror, informing against the failure of national independence. It is up to us whether we will mobilize for his voice, as with the Bolshevik storm in the years of the revival of Polish statehood, or ignore the alarm, utilizing life, as Jan Matejko symbolically showed in the celebrated image "Stańczyk at the ball at the court of Queen Bona towards the lost Smolensk".

Therefore, I ask you very much to support the Institute with PLN 60, PLN 90, PLN 150 or any another amount, so that we can make and make independent expert facilities for all Poles ready to fight for the sovereignty of our Homeland.
