The draft of the alleged Windmill Act raises increasing controversy. Paweł Jabłoński, a two-week deputy chief of the Ministry of abroad Affairs, notes that the planned regulations may consequence in flooding Poland with utilized turbines from export.

“Poland is to be swamped with utilized turbines from export”Deputy Head of the Ministry of abroad Affairs Paweł Jabłoński.

On Sunday, Vice-President of the Ministry of abroad Affairs, Paweł Jabłoński, focused on 1 of the points of this wind energy law.

“Poland is to be swamped with utilized imported turbines. Of course, the costs of storing and disposing of hazardous waste from windmills previously utilized by Germany and another countries will be borne. And all under the cover of “modernization” – wrote on X platform, referring to Article 6(10).

“Project developers added “modernisation” – i.e. turbine replacement in existing windmills – without a fresh environmental decision (it is dangerous in itself). Do you think that this is simply a trade for new, quieter and more efficient, long-lasting turbines that will service us for decades?" – he continued.

As he stressed, according to the plans presented, wind turbines in Poland will be able to be "modernised" utilizing turbines that are "more than 4 years old".

“This is precisely what they wrote in the project: ‘only equipment that has been manufactured NO LATER can be installed than within 48 months before the day of production of electricity at the upgraded wind power plant’ – he added.

Jabłoński pointed out that “Now Germany and another countries that built windmills on a large scale respective years ago have a problem with what to do with older turbines that are losing efficiency and are about to be disposed of.”

He expressed the view that the Civic Platform and Poland 2050 "pretentiously deal with this problem, of course at the expense of Poland, in favour of Germany".

“The road will be opened to fill our country with thousands of old inefficient turbines, which will should be disposed of at the expense of Polish citizens” - He alerted.

“Current regulations supply for the anticipation of installing turbines not older than 2 years and 9 months. 4 years is even >20% of the turbine's life – installing something like this and calling it a ‘modernisation’ is simply a step backwards in the improvement of Polish energy – a movement solely in the interest of countries that want to get free of ZŁOMU and pass on to Poland the costs of the disposal of hazardous waste” – he wrote.

Jabłoński did not regulation out the anticipation that formulating this evidence could consequence from an accidental mistake on the part of the creators.

We remind you that on 28.11.2023, a group of Members from the Civic Coalition and Poland 2050, represented by MP Krzysztof Gadowski, submitted a bill to amend the provisions on support for electricity, gas and heat consumers, as well as any another legal acts to the Marshal of the Sejm.

The task includes, among another things, an amendment of 15 provisions on the regulation of the investment process for wind farms.

"The task introduces completely fresh rules for the location of wind farms, including the anticipation to find wind farms on the basis of "wind farms notice". It besides importantly reduces the required distances to residential buildings (windmills from 300 m for multi-family buildings and from 400 m for single-family buildings), as well as national parks and nature reserves (the task assumes the anticipation to find wind farms from these areas at 300 m, although the justification on page 20 indicates 500 m)’ – you can read on the Bsta Foundation portal

"In addition, the task envisages changes to the Real property Management Act, which will enable private individuals to be expropriated to build wind farms and another investments in RES, as the construction of investment in RES will be a public mark erstwhile the task enters into force. This is simply a serious interference in property rights and citizens' rights" We find out.

Additional aspects arise in this context. According to writer from Salon24 portal, Marcin Dobski, it is worth noting that the wife of the Polish 2050 climate and energy expert is employed in the Polish branch of the Danish wind energy company.

You know what else the Windmill Act says?

Well, Poland is to be swamped with utilized import turbines.

Of course, the costs of storing and disposing of hazardous waste from windmills previously utilized by Germany and another countries will be borne.
