Over the past 2 decades, the U.S. Intelligence Community (IC) has undergone a profound transformation in the area of analysis quality. The key impetus for these changes was the Intelligence improvement and Terrorism Prevention Act (IRTPA) of 2004, which was passed after a series of serious analytical errors – from the failure to detect preparations for the attacks of September 11, 2001 to the erroneous assessment that Iraq possessed weapons of mass destruction.
