The talker of the Sejm, Szymon Holownia, presented a proposal for a bill to let MEPs to be examined with a breathalyst during plenary sessions. The initiative aims to counter the presence of intoxicated parliamentarians in the Chamber. The draft will be discussed at the session of the Sejm Bureau and then formally submitted.
During a Tuesday press conference in the Sejm, Szymon Hołownia informed about the preparation of a task on "the commission by the talker of the Speaker, the anticipation of examining an MP with a breathalyst in the plenary during the meeting". The Marshal announced that he intended to submit this draft to the session of the Sejm bureau.
The Hołównia admitted that he was aware of various opinions on the matter. He stressed that he considered this to be a "very delicate case", which concerns interference in parliamentary immunity, so it is not possible to exaggerate it.
Several incidents with intoxicated MPs
The Marshal recalled that since he was in office, "a fewer times" it has happened that Members of the Sejm were under the influence of alcohol. In his view, tools for intervention are needed in specified a situation.
"The marshal cannot be helpless, besides to, let's face it, the outrage of public opinion" - said Holownia. He added that erstwhile he talks to people, they say, "If you drink and come to work, you're fired. Nobody's asking for your opinion, and here's your status, immunity, and you don't know what else."
Consequence of the February incident
The draft law allowing for the examination of Members of the Alkomate Holovnia in justified cases announced in March of that year. This was a consequence of the February events erstwhile Confederate associate Richard Wilk was asked out of the Chamber due to apparent indisposal.
For the incident, Wilk was punished with taking 1 parliamentary diet. The Confederacy suspended him for an indefinite period. "I commissioned the Chancellery (Sejmu) to prepare solutions that would let to analyse MPs with a breathalyst. There's no approval to growl. We end the long tradition of tolerating the presence of drunk MPs" - the talker of the Sejm wrote on platform X.
