H. Dobrowolska: An EU hostile acquisition of Polish education requires opposition
date: February 28, 2024 Editor: Anna

The storm around the task of changes in the Polish school does not quiet down or even intensify. The programme bases and plans for the following years presented by the head of the MEN Minister Nowacka electrified successively: parents and teachers, broad public opinion, university body and late – close vicinity of the president of Poland.

It is no coincidence that the gathering of the Council on Family, Education and Education held on 23.02 was devoted to the European Education Area. It is rightly seen as a real threat to the autonomy of the Polish school, and this is what has been highlighted in the context of the changes planned by the MEN in the programming bases. It is clear from the message made during the press conference by the advisor to the president of Poland, president of the Council, Prof. Andrzej Waśko:
"The media is presently on the subject of changes in the programming basis, reported by the government and the ministry under the direction of Minister Barbara Nowacka. erstwhile we look at these changes, we see a degree of dependence, or even parallelity in the direction in which these changes and recommendations are going, or EU recommendations resulting from these documents" - said the president of the Council on Family, Education and Education.

"We are drawing close to the conclusion that these changes are the implementation of these basic objectives + the European education area+ and the priorities proposed by the European Parliament, the European Commission, for education in EU countries. Therefore, we see that the process of changes in Polish education is simply a kind of subcontracting of a task which has a nationwide scope and this is simply a fresh situation" - said Prof. Andrzej Waśko.
According to the late discussed draft amendments to the EU Treaties, education policy is to be removed from the remit of national governments and become part of a centrally controlled EU policy. This is what this decoupling of programming bases, about which the representatives of the MEN and experts talked widely - as direct contractors of circumstantial "weighing" treatments based on the program. To this end, precise excavating of all national and even regional content was carried out, as experts in the field of geography, for example, point out.

The authoritative intent of the planned changes is to reduce the compulsory content of the teaching and to relieve the dose of the overworked and overloaded student. The Council at the president of the Republic of Poland has identified another key to the changes to be made – the force of EU structures to prepare the foundations for a fresh strategy of supra-national and supra-national education, and the submission of the current MEN to implement this task as shortly as possible. In addition, these changes are yet of a cosmetic nature, according to the MEN. The main “reform” means the dismantling of the Polish school, only before us.
An open consultation on the proposals for changes prepared by experts ended on 19 February. The ministry received 50,262 comments, indicating a serious social movement of education-related environments, and most mostly – the deficiency of consent of Poles to the adopted direction of change.

The most suggestions afraid past (31 411), Polish language (11 092), past and the present (2820) and biology (1519). The changes in chemistry and geography have besides caused quite a few agitation.
About 300 people, representing organisations and associations [because this was the request for debaters to registry through a peculiar form] participated for 3 days in online meetings on the proposed changes. Representatives of the ministry and experts had much to say, and the statements of the "consuls" were kept to a minimum and sometimes it was impossible to complete the opinion. The scope of the pre-consultation demonstrates not so much the "openness" of the MEN - as officials raised - but the scale of reservations and the plan itself, and the method of pushing changes. specified hastily introduced and at the same time so deep program changes are not remembered by the oldest educators.
"... terms and issues that build nonsubjective knowledge, common sense and awareness of real threats will vanish from science," writes 1 journalist, commenting on the scope of changes to the subject of chemistry.
A common outrage gives emergence to careful clearing of the basis of specifics and facts [called ‘details’], which constitute, after all, the essence of the cognition provided at school.
Generally known is the moving analysis of changes in past by prof. Andrzej Nowak and publically delivered on 20.02 during the lecture "Independence: Fight, Sacrifice, Resignation". The calculation of deleted content from the scope of past leaves no illusions - it is simply a carefully thought-out perfidious project, not chaotic changes.
[...] "The essence of the full is to erase the memory of Poland's independence, that there were external opponents of independency in Poland's history, that there were interior traitors who sold this independence, and that there were heroes who defended this independence" - concludes the author of "Todays of Poland".
Already at the beginning of March, taking into account the [?] comments, the final proposals of the programme basis projects are to be re-submitted by experts to MEN. What expert – and the teams were unexpectedly "cameral" – is able to analyse many thousands of detailed comments in order to responsibly verify erstwhile solutions? What lessons can be learned in little than 2 weeks, but one, is an impossible task.
On the basis of expert proposals, it has been stated that the Ministry will urgently prepare draft regulations amending the Regulations on the programming basis. In mid-April, they will be addressed to public consultation, opinion and interministerial arrangements. I hope these “consultations” are not fiction! Hopefully, those who talk in a minute show due determination in defence of the Polish school.
The Ministry reported that the new, narrow programme basis would apply during the transitional period from the school year 2024/2025. During this time, experts will work on a comprehensive programme improvement which is to enter into force from 1 September 2026/2027 in primary schools and from the school year 2028/2029 to secondary schools.
During this press conference, the presidential advisor Prof. Andrzej Waśko noted that the full public was moved by information about utmost restrictions on the assignment of housework and changes in school assessment: "This kind of ideas appear as part of an inclusive education (...), which belongs to the core of this programme of the European educational area. These are the reasons that let us to conclude that we are dealing with a kind of pilotage before the large improvement announced by the Minister for 2026."

The EU's educational puzzle is implemented consistently and for very large money. In January this year, the European Commissioner for Innovation, Research, Culture, Education and Youth Ilian Ivanov visited Warsaw. She praised the fact that in 2022 "We co-financed 2397 projects with EUR 200 million; 4461 organisations participated in these projects and mobilised 90,632 people". The figures given mention to Poland! By averaging, it is not hard to calculate that each of these organizations could get about 180 1000 zlotys, and only in 1 year.
It is through these measures that the social upbuilding for the European Education Area is being implemented. A stream of finance for promotion, training, social campaigns, social media, portals, etc.
"This initiative expresses our shared imagination of what quality education and lifelong learning, accessible across borders and for all, should look like," the Commissioner said. Only that "including quality education" has nothing to do with the existing knowing of the quality of education. It is simply a social inclusion of advanced quality, i.e. full inclusion and implementation of an equal agenda for all countries and millions of immigrants they accept. specified a formatted inclusive society is not to be national and has no national education!
Inclusive education has already been mentioned many times erstwhile the issue of education for people with disabilities and susceptible peculiar education has been addressed.

However, the exchange of education including in the context of the European Area of Education by Commissioner Ivanova, on the threshold of the programme reform, should make us aware that Polish education is to be incorporated and ... melt in this "area", and the elimination of key content from Poland's past and the position from the canon of reading has this ideological task to accelerate.
What another news does the Commissioner advertise? The key is the "transnational learning mobility" proposed in the latest Council recommendations presented in the Parliament on 16 November 2023. They were accepted without any comment by the EU Affairs Commission (EUS), but were they the subject of the parliamentary work of the Education Committee? The recommendations are called "Europe in motion" – educational mobility for all" and should be analysed in peculiar due to their importance.
"Mobility" is peculiarly crucial in the case of teacher education; among another things, it is called for "the designation of teaching tasks carried out abroad as equivalent to training provided by national education and training institutions", which explicitly means the acquisition of the teaching strategy by transnational actors. The paper contains many another key issues for the education system.
The aim of the European Education Area is "to make skills, motivate teachers and strengthen European higher education and support the transition towards a green and digital future," said the Commissioner in Poland, and the changes proposed by the MEN are in line with the nonsubjective set. Without this context, it is hard to realize the appropriate causes of the transformation of the Polish school.
Let us conclude with the opinion of respective professors, who jointly, on behalf of a community concentrated in Academic civilian Clubs, signed an crucial paper under the name: Protest against MEN's planned changes in school curriculum.
https://ako.poznan.pl/14069/
Professors from many academic centres in Poland point straight to [unobvious to many] the actual intentions of the programme reformers in the field:
"The scope of these changes presented in the framework of the alleged pre-consultation, consisting mainly of elimination, seems to be as if the current management of the Ministry aimed at limiting the learning opportunities of young generations of Poles. [...] The planned changes in teaching the Polish language, which endanger the preservation of the cultural code that constitutes the awning of the community of all of us Poles, and the warrant of its endurance even in the most hard moments, are besides of serious concern.
Academic Citizens' Clubs call on the Ministry of National Education to refrain from harmful changes in the basics of the curriculum of teaching in schools of all degrees, which, under the pretext of "shrinking content", aim to deprive the young generation of the future as conscious of their values of Poles".
It is hard to get a better diagnosis of the intent for which Minister Nowack is so determined and at specified a rate he is implementing his plans. This is not the goal pursued for the sake of Polish student and Polish!
Let in a minute – as early as mid-April – the vote of the representatives consulting the draft regulation, with teachers' trade unions at the head, take into account these anti-Polish intentions of the current MEN authorities. Let the next acts of opposition to depriving the Nation of the foundations of its self-awareness, built on the knowledge, which was always persistent and frequently heroic, promoted by the Polish school.
It is up to us that the sinister name given to the ministry of education by many outraged voices - the Ministry of National Elimination - does not become a self-fulfilling prophecy.
