The German Interior Ministry announced the creation of a digital bunker and shelter base that could service the population in an emergency situation. This responds to increasing geopolitical and social tensions related to possible conflict. The plan besides involves encouraging citizens to adapt private cellars and shelter garages.

The Ombudsman informed that the task took time and a detailed work agenda had not yet been presented.

There are presently 579 bunkers in Germany, most of which date from the planet War II and the Cold War. They can accommodate about 480,000 people, a fraction of the German population of 83 million. The government stopped the sale of state defence facilities, although by 2005 more than 300 bunkers were sold to private owners.

"Buy offensive" and increasing concerns

The "Bild" diary called the actions of the German government "a bunker offensive". This decision is linked to social concerns about the possible threat from Russia, especially after the start of a full-scale war in Ukraine in 2022.

In addition to reactivation of existing shelters, the authorities call on residents to rebuild their own cellars and garages to private safety sites. This could increase the availability of shelter for more citizens, although this requires individual financial resources.
