The detonation of the rocket in Tarnavia-Klony revealed the weakness of state consequence systems. General Jarosław Kraszewski assessed in his interview with PAP that the Russians saw the dormant Polish civilian defence. It's a signal that the state can't block with messages about the acquisition of weapons.
The rocket fell into Polish territory
There was a rocket detonation close Tarnawy-Kolony in Lublin. The Lublin territory Attorney's Office informed that according to preliminary findings it was most likely a Ch-101 rocket containing a crucial amount of explosive material. The investigation is to find the full course of the incident. At this stage, hypotheses must not be presented as definitive conclusions.
Gen. rez. Jarosław Kraszewski told PAP that the detonation revealed to the Russians the dormant Polish defence systems. He paid peculiar attention to civilian defense. His diagnosis concerns the resilience of the full state, not just whether a circumstantial bullet could be detected and shot down.
Air defence and civilian Protection
These concepts request to be separated. Air defence is expected to detect and combat air threats. civilian defence prepares the population and administration to act after an alarm or strike. Includes warning, shelter, rescue, evacuation, continuity of communications and service work. 1 layer does not replace the other.
Since 1 January 2025 Poland has a civilian Protection and civilian Defence Act. The government besides adopted a programme for the period 2025–2026, which is to translate the rules into concrete investments and capacities. However, the paper itself does not awaken the sirens, does not open the prepared shelter and does not train the residents. The effectiveness of the strategy is determined by the implementation at state and local government level.
The incidental in Lublin should so be treated as a test. It is essential to find erstwhile the threat was detected, how the flow of information went, whether residents were given a warning, and whether local services were operating according to the procedures practiced. The answers must be factual. No political veil.
The most hard decision concerns the space over Ukraine
Gen. Kraszewski estimated that missiles flying towards Poland would be best to destruct inactive over Ukraine. At the same time, he pointed out the risk: Russia could consider specified action as a direct integration of Poland into the war. It's a real strategical dilemma, not a subject for an awesome message in front of cameras.
Poland must defend its territory and its citizens, maintaining control over the hazard of escalation. Any action outside Polish airspace would require a clear political, military and allied basis. It cannot be based on improvisation of a single combat duty. The State should prioritize the consequence rules, agree with allies and prepare options for further violations.
Russia investigates the resilience of NATO states
Moscow watches Western reactions to all incident. It checks decision time, communication quality and readiness of services. For the opponent, it is besides valuable to know about chaos after an event: conflicting messages, delayed alerting and citizens' uncertainty. It is so in the national interest to clarify clearly the detonation in Tarnavia-Kolonia.
The safety of Polish families surviving close the border is at stake, but besides the credibility of scaring the full country. The citizen must know what alarm he will hear, where he will search refuge and where he will receive confirmed information. Government and services must know their tasks before the crisis.
Poland does not choose between modern army and civilian defence. He needs both of his abilities, connected by 1 command and communication system. General Kraszewski's informing should be taken literally: a dormant strategy must be awakened by exercises, investments and procedures. The next bullet may not fall into an empty field.
