France urges the European Commission to limit the time of exceptions Ukraine buys weapons from outside the EU for money from a debt worth EUR 90 billion for the years 2026-2027. Poland and 8 EU countries want more freedom for Kiev. The pace of defence against Russia and the sovereignty of Central Europe's decisions are at stake.

Paris wants a shorter leash.

France seeks to guarantee that exceptions allowing Ukraine to buy arms and components outside Europe are only temporary. According to the findings Euronews Paris wants to see an expanding share of procurement go to EU companies as the power of the European defence manufacture increases. Sounds technocratic. In practice, it is about who will decide: the needs of the front and the real availability of equipment or the industrial interests of the largest Western countries.

The mechanics concerns Ukraine Support Loan. The EU Council agreed on a EUR 90 billion debt on 23 April 2026 on Ukraine's most urgent budgetary and defence needs from 2026 to 2027. The European Commission points out that the package is divided into EUR 30 billion budget support and EUR 60 billion defence support. It's immense money, but with political conditions.

35 percent and gate for non-EU equipment

The rule is simple: a financed defence product must not have more than 35 percent of the cost originating outside the EU and the European economical Area. However, Kiev may apply for an exception erstwhile Europe does not have an equivalent, is incapable to deliver the equipment in adequate numbers, does it besides slow or besides expensive. It's not a luxury. It's military realism.

The European Commission has so far accepted 2 specified exceptions. The first active Chinese components for drones, the second U.S. capture missiles for Patriot systems. This shows the state of affairs without propaganda varnish: Europe speaks of strategical autonomy, but in key segments it inactive cannot give Ukraine everything that the war on Russia requires. DN has already written that Ukraine wants to spend EU billions to defend heaven. The question now is whether Brussels will let us to buy what is truly needed.

Poland is on the side of realism

Poland is not alone in this dispute. In July, defence ministers of Sweden, the Netherlands, Germany, Denmark, Estonia, Poland, Latvia, Finland and Lithuania wrote to head of EU diplomacy Kai Kallas and defence commissioner Andrius Kubilius, calling for maximum flexibility in Ukrainian purchases. According to Euronews, the letter highlighted the request for fast approval of product plans and pragmatic usage of derogations for equipment from 3rd countries.

It's a reasonable position. Poland knows what Russian force means due to the fact that it does not look at it from a comfortable cabinet on the Seine. For Warsaw and the Baltic States, Ukrainian defence is not an abstract field for building a European industrial policy. It's a safety buffer. The longer Russia is detained in the east, the more time Poland has for reinforcement, rebuilding reserves and hard organizing its own defence system.

French interest under the European flag

France has 1 of the largest defence industries in Europe. It besides has an interest in having the money from the EU debt feed European producers, including French producers. Paris can point to the SAMP/T system, or European alternate to the American Patriot. The problem begins erstwhile the slogan for strengthening Europe becomes a tool for limiting purchases where European production is not keeping pace with war.

The Patriots and interceptors are not replaced by a declaration of strategical autonomy. Drones are not produced faster than the inclusion of a clause in the EU table. If the front needs equipment now and the European establishment promises it later, the liable decision must defend the soldier and civilian, not the comfort of the political slogan. That's why it's known Germany is to hand over 600 PAC-2 missiles to Ukraine and France radarsIt's practical. Air defence lives on supplies, not messages.

Brussels between the battlefield and industry

The European Commission shall transfer the funds after checking the contracts. Exceptions, the papers besides go to the associate States' expert committee, which gives governments the chance to rise objections. In the case of Chinese suppliers, there is inactive a sanctioning control, due to the fact that any companies from China can besides supply the Russian military complex. Caution is essential here. No 1 serious wants to fund Moscow with the back door.

But caution cannot become paralysis. The Commission approved EUR 6.1 billion for Ukrainian defence purchases on 24 August 2026, including air and rocket defences. It shows the scale of needs. Each period of hold costs concrete: little captured rockets, more city pressure, more space for Russian blackmail.

Rate for Poland

From the position of Poland, the worst would be the arrangement in which the safety of Central Europe is subject to the industrial ambitions of the West. This is what an old EU illness would look like: large slogans about unity and a hard fight for contracts and influence inside. Poland should not accept this.

The European defence manufacture must be strengthened, besides Polish. We must guarantee that EU billions do not bypass our region and cement the dominance of respective capitals. But the war is not waiting for Brussels' schedules or convenient compromises from Paris. If Ukraine is to defy Russian pressure, it must be able to rapidly buy equipment where equipment exists, works and can hit the front.

For Poles this is not a dispute over procedure. This is simply a question of the safety of our borders, our taxes and our political presence in the EU. Poland is right erstwhile it defends flexibility. Assistance to Ukraine cannot become another tool for a national game in which smaller ones are to pay and larger ones are to distribute orders.
