A dispute over ambassadors
A vote on the candidacy of Jerzy Marek Nowakowski as Polish ambassador to Armenia was held during the session of the Committee on abroad Affairs. Unexpectedly, politicians of the Polish People's organization voted against his nomination, and their votes, combined with the voices of the Law and the Confederation, led to the rejection of the candidacy.
However, the diplomatic conflict between the Presidential Palace and the Chancellery of the Prime Minister and the Ministry of abroad Affairs began in March erstwhile Minister Radosław Sikorski decided to complete the mission of over 50 ambassadors and to retreat respective candidatures submitted by erstwhile MFA managements.
In accordance with Article 39 of the Constitution of the Republic of Poland, the Ambassador shall appoint and dismiss the president at the request of the abroad Minister, approved by the Prime Minister.

The Blacksmith's proposal
A affirmative advice for ambassador is crucial for the president to consider appointing a candidate for this position. However, Nowakowski did not receive approval in that vote as the vote ended with a tie of 13:13.
In the face of this situation, Paul Kowal of KO proposed a way out of the deadlock. There was a large deal of chaos in the sitting and the ruling organization demanded that the vote be repeated, which led to requests for a break. Ultimately, PiS politicians decided not to participate in the remainder of the meeting, which, according to Radosław Fogiel, was a reaction to the "ostentious violation of the Sejm's rules" during the committee's work.
In the meantime, the composition of the committee was supplemented with Mark Rzas from KO, which gave Donald Tusk's organization the certainty of gaining an advantage, especially in the context of the opposition of the PSL to Nowakovsky's candidacy.
PiS announces announcement to the D.A.
PiS MPs commented on the case at a press conference in the Sejm on Friday. They believe that the Blacksmith introduced chaos into the committee's work and violated the rules of procedure by deciding to repeat 1 vote.
PiS MP Marcin Przycz stressed that all candidate for the position of head of the mission or ambassador must get the opinion of the abroad Affairs Committee. Its presentation shall be followed by a vote in which, at the request of the President, a favourable opinion shall be voted on. In the case of Jerzy Marek Nowakowski, who was to take part in an office in Armenia, the application was put to the vote, but did not receive a majority with the votes of PiS, Confederate and PSL MPs.
He stressed that president Kowal had not closed the voting procedure, and alternatively ordered a break, which it turned out was intended to change the composition of the abroad affairs committees.
In our opinion, there has been a gross violation of the law, a gross violation of the Sejm's rules of procedure. We'll keep the D.A. on the case, file a announcement with the D.A. – informed the Useful. – Of course, we are not absolutely certain that the "Bodnar" prosecution will do anything about this notice. However, we are aware that any decision, including the refusal to initiate an investigation, is subject to judicial review. We will besides take advantage of the judicial process in this case.
