Sarmat's failed test, Putin's speech without appropriate binding [COMMENTARY]

During an yearly speech to the nation given by president Vladimir Putin, he highlighted Russia's unilateral withdrawal from the fresh Start Disarmament Agreement. It was clearly intended to show its own nation the atomic "force of Russia", although in itself this declaration seems meaningless.
