In fresh days, the Polish political scene has again faced serious accusations. The Confederate MEP, Ewa Zajączkowska-Hernik, applied to the ultimate Chamber of Control (NIK) for ad hoc control in connection with the government's actions during the fresh flood that affected Lower Silesia. The politician accuses Prime Minister Donald Tusk and his administration of a number of negligencees which she believes could have importantly contributed to an increase in the scale of destruction.
Flood – inevitable, but crisis management failed
During the press conference in front of the NIK headquarters, Zajączkowska-Hernik expressed her concerns that the government had not taken appropriate preventive measures to minimise losses. The MEP said:
‘The flood was inevitable, but its consequences could have been much little if the government had gathered a crisis staff on September 10 or 11 erstwhile they were getting the first information about the imminent threat, not after the flood wave had already hit respective towns in Lower Silesia.’
According to Zajączkowska-Hernik, the control should include key institutions liable for crisis management, including the Chancellery of the Prime Minister, Polish Waters, Ministry of Infrastructure, Ministry of Interior and Administration and the Lower Silesian Provincial Office. Control should focus on 3 key areas:
- Flood protection
- Information to residents of threatened areas
- Operation of retention tanks
Prime Minister Tusk's words under fire
The MEP recalled Prime Minister Donald Tusk's message of 13 September, erstwhile he calmed the public, saying: "What I'm saying is, present there's no reason to foretell events on any scale that would origin a threat across the country..’ In Zajączkowska-Hernik's opinion, these words were an expression of disregard for the threat, which could have contributed to the hold in action.
‘The Prime Minister has misled the public and it is crucial to consider whether there should be much greater consequences - not only for political, but besides for criminal and taxation fraud - for misleading public opinion“” she noted.
Request for ad hoc control
According to the Act, the NIK carries out its checks on the basis of an yearly work plan, but in exceptional situations specified as this one, it is possible to carry out ad hoc checks. In order to do so, the consent of the president or Vice-President of NIK and the approval of the subject substance by the manager of the competent control unit is needed. Zajączkowska-Hernik emphasizes that control should be fast and versatile, and its results may have crucial consequences not only for government administration, but besides for Donald Tusk's future.
Will the government endure the consequences?
Accusations of negligence in crisis management are a subject that can shake up the current political agreement. Zajączkowska-Hernik, known for his harsh speeches and uncompromising approach, asks whether Prime Minister Tusk should not only bear the political but besides legal consequences of his decisions or deficiency of action. What will be the future of this substance will most likely be decided by the results of the control of the NIK, which could shed fresh light on the actions of the government during the crisis.
The MEP emphasises that in her opinion "crisis management under Donald Tusk did not occur"which, in the face of specified a serious natural crisis, could have exacerbated its effects.
