The European Union and the planet Bank Group, in cooperation with the Government of Ukraine, have introduced the Partial Credit warrant Instrument for Agriculture (PCF) with the aim of supporting tiny farmers operating on land of up to 500 hectares.
Recently, Members Anna Gembick, Jarosław Sachajko and Marek Jakubiak interpelled to the Minister of Agriculture and agrarian improvement and the Minister for European Union Affairs concerning information on the financing of the Agricultural Credit warrant Fund in Ukraine by the EU and the planet Bank, as well as the classification of agricultural holdings by their size.
As reported in February this year, the planet Bank's press office announced that the European Union, the planet Bank Group and the Government of Ukraine had started the implementation of the Partial debt warrant Facility for Agriculture (PCF) to support tiny farmers increasing land of up to 500 hectares. In addition, it was stressed that the mobilisation of this instrument represents an crucial step in the second phase of agricultural reform, which began on 1 January 2024.

It is worth noting that the CFGC provides Ukrainian banks with guarantees covering up to 50% of borrowers’ liabilities for investment loans and loans to finance working capital, in order to support tiny farmers who own or usage agricultural land of up to 500 ha. With the support of this type, borrowers can get trading credits for a maximum period of 3 years, investment loans for up to 7 years and loans for the acquisition of land for a maximum period of 10 years. The maximum amount of the debt is equivalent to USD 800,000 per borrower. tiny farmers registered in the State Agricultural registry of Ukraine will be entitled to benefit from the Fund's warrant and another state programmes, including banking programmes, which aim to support tiny farms by granting available loans, specified as the current Affordable Loans 5-7-9 debt scheme.
