Violation of social justice
The President's decision to veto the bill was announced by Małgorzata Paprock, head of the Chancellery of the president of Poland. She explained that Andrzej Duda had time to make a decision by 15 May, which explains the deadline for the veto announcement.
The bill will now be passed to the Sejm, where a majority of three-fifths of the vote will be needed to reject it, but with the current political power arrangement in Parliament, it seems improbable to have specified a majority.
Paprocka justified the President's decision, pointing out serious concerns about social justice and the non-compliance of the bill with constitutional principles, and stressed the deficiency of public consultation in the process of preparing it.
It is not possible to make specified crucial changes, resulting in specified serious financial consequences for all citizen, without consulting the social side – convinced Paprock.
The President's Chancellery chief pointed out that the bill was passed without public consultation, which is unacceptable in the state of law. The employees explicitly opposed the signing of the law, while employers were divided. She besides stressed that social dialog should take place at the plan phase of the bill, not after its adoption, as indicated by the representatives of the Social dialog Council.
Criticism by the Prime Minister
Donald Tusk referred to the situation in his social media:
PiS increased the wellness premium for entrepreneurs. I offered to lower it. president Duda has vetoed. They hurt due to the fact that they inactive can. 91 days, 9 hours and 2 minutes left.
In late April, the Prime Minister announced that in the case of the President's veto to reduce the wellness contribution for entrepreneurs, he would take action to reconsider the subject after the presidential election.
Andrzej Duda did not stay in debt and responded to Tusk's entry:
They're tense due to the fact that they can't add theirs any another way than at the expense of most people. inactive can't. Don't let me!
Voices of support for Duda
As it turns out, any politicians against the power camps believe that the decision taken by Andrzej Duda was right. Magdalena Biejat, the candidate of the Left for President, has positively assessed the veto against a simplification in the wellness contribution, recognising it as beneficial to patients and workers and stressing the request for improvement of the wellness system. Marcelina Zawisza from Together besides found the decision to be good, pointing out the underfinancing of the strategy by about PLN 20 billion and calling for the transfer of available funds to fill in the shortcomings in the NFZ. Mr Śmiszek, in turn, considered the veto as a consequence of Biejat's actions, calling for a solid contribution besides from wealthy citizens.
It is worth reminding that the Sejm passed a simplification in the wellness contribution for entrepreneurs on 4 April with the votes of KO, Poland 2050-TD and PSL-TD, with the opposition of PiS, Left and Circles Together, and the Confederation abstained. The amendment provides for a two-piece contribution base from 2026: a lump sum to a certain level of income and a percent of the surplus. The changes, covering 2.5 million entrepreneurs, are expected to cost the state budget around PLN 4.6 billion, while the failure to NFZ finance estimated at PLN 6 billion.
