The draft civilian Protection Act was to be addressed by the government on Tuesday 23 July. However, much indicates that this will not happen. And although the paper is to be ready for a fewer weeks, there is inactive a debate on what form it should yet take. A number of comments made during the consultation phase do not make it easier for the Ministry of Home Affairs to carry out tasks, especially since any of them, specified as the Ministry of Finance or the Ministry of National Defence, belong to the category of these fundamentals. Let us remember that the paper is only at the beginning of the legislative path. So it is worth asking a fundamental question. Why does all subsequent draft government on civilian protection and civilian protection give emergence to so many emotions, frequently preventing the adoption of specified regulations that have been needed for years?
