He stated that “there were agreements between Volodymyr Zelenski and Andrzej Duda on the assassination.” Hanning justified his words, claiming that specified an action could not be carried out by a diving instructor, and the logistical support of Poland was needed.

On Wednesday, the German authorities issued a European arrest warrant for a man referred to as ‘Volodymyr Z’, a diving teacher surviving in Poland who allegedly dived to the bottom of the sea to place an explosive on the pipeline. Polish prosecutors confirmed that they received a European arrest warrant for a man suspected of participating in the attack on Nord Stream. "In the end, Volodymyr Z was not detained due to the fact that he left Poland at the beginning of July of that year, crossing the Polish-Ukrainian border," the Polish prosecutor said in a statement.

In September 2022, 3 of the 4 strands of the 2 Nord Stream 1 and 2 pipelines were destroyed at a depth of about 80 metres at the bottom of the Baltic Sea. Germany has already accused Poland of obstructing the investigation.
