Defense spending issue returns: "2 percent of GDP is not enough"

Admiral Giuseppe Cavo Dragone, president of NATO's Military Committee, said there was broad agreement that spending 2 percent of GDP on defence was not enough, adding that we needed more spending to meet the threats.
